Weather Underground Forecast for Monday, May 20, 2013.

Heavy rains and severe thunderstorm activity will continue for areas of the Plains into the Midwest on Monday as a broad, nearly stationary low sits over the Northern Plains. As the system lingers, ample moisture and energy will stream northward from the Gulf of Mexico, while an associated cold front extends from the low into Iowa and back across the Central and Southern Plains. The sharpening cold front combined with a dry line in the Southern Plains and the moisture laden conditions of the region will allow for multiple clusters of thunderstorms to develop across the Plains and into the Mid-Mississippi Valley. Portions of Oklahoma, southeastern Kansas, extreme, northwestern Arkansas, an southwestern Missouri are at moderate risk of severe thunderstorm activity as environmental conditions remain favorable for strong tornadoes, damaging wind gusts, and very large hail. Areas surrounding this moderate risk region from the parts of the southwestern Texas into the Upper Great Lakes are at slight risk of severe thunderstorm development with hail and isolated tornadoes.

Meanwhile, areas of heavy rain and widely scattered showers will persist near the low and it's associated warm front in portions of the north-central U.S. Continued precipitation in these already saturate areas combined with rapid runoff will continue flood concerns from parts of North Dakota into northwestern Wisconsin.

Elsewhere, scattered showers and thunderstorms are expected in the Mid-Atlantic and southeastern corner of the nation as a weak upper trough of low pressure drops southward over the region. Locally heavy rain amounts of up to 2 inches may result in areas of minor flooding, especially in poor drainage areas. To the north, additional showers will be possible in the Northeast.

The Flood Warning continues for
the Pembina river at Walhalla.
* Until further notice... or until the warning is cancelled.
* At 6:15 am Monday the stage was 11.1 feet.
* Minor flooding is occurring and during the next 7 days... moderate
flooding is forecast.
* Moderate flood stage is 16.0 feet.
* Forecast... the river will rise to a crest near 16.6 feet sometime
Monday evening then begin falling. Some uncertainty exists
regarding forecast river levels due to uncertainty in how much
precipitation will occur over the next few days.
* The river is forecast to crest around 16.6 feet on Monday evening during
this 7-day period.
* Impact statement(s) - at 16.0 feet, moderate flood stage. Minor
damage in City Park.

The National Weather Service in Grand Forks has issued a

* Flood Advisory for...
western Pembina County in northeast North Dakota...

* until 200 PM CDT Monday

* at 214 am CDT... local law enforcement officials reported overland
flooding on Highway 32 in and just north of mountain ND. Water
also covered some County roads... leading to some closures.
Additional rainfall of 1 to 2 inches is possible through
Tuesday... resulting in areas of overland flooding.

* Some locations that will experience minor flooding include...
Cavalier... mountain... Walhalla... Akra... Backoo... Concrete...
Crystal and Gardar.

This includes the following streams... tongue river... Pembina river
and Middle Branch Park River.

Precautionary/preparedness actions...

Turn around dont drown. Avoid driving on flooded roads. Most flood
related deaths occur in automobiles.

The Flood Advisory will remain in effect until the water has receded
and the flooding is no longer a hazard.

* timing... windy conditions are expected this afternoon through Tuesday
evening

* winds... northeasterly winds of 25 mph to 35 mph with gusts to
45 mph. The highest winds will be in the vicinity of The
Turtle mountains and near rain showers.

* Impacts... waves of 4 to 6 feet may be generated in the Devils
Lake basin and result in roadbed erosion in susceptible areas.

Precautionary/preparedness actions...

A Wind Advisory means that sustained winds of 30 mph or frequent
gusts to 45 mph are expected. Winds this strong can make driving
difficult... especially for high profile vehicles. Use extra
caution.
