Heavy rains and severe thunderstorm activity will continue for areas of the Plains into the Midwest on Monday as a broad, nearly stationary low sits over the Northern Plains. As the system lingers, ample moisture and energy will stream northward from the Gulf of Mexico, while an associated cold front extends from the low into Iowa and back across the Central and Southern Plains. The sharpening cold front combined with a dry line in the Southern Plains and the moisture laden conditions of the region will allow for multiple clusters of thunderstorms to develop across the Plains and into the Mid-Mississippi Valley. Portions of Oklahoma, southeastern Kansas, extreme, northwestern Arkansas, an southwestern Missouri are at moderate risk of severe thunderstorm activity as environmental conditions remain favorable for strong tornadoes, damaging wind gusts, and very large hail. Areas surrounding this moderate risk region from the parts of the southwestern Texas into the Upper Great Lakes are at slight risk of severe thunderstorm development with hail and isolated tornadoes.

Meanwhile, areas of heavy rain and widely scattered showers will persist near the low and it's associated warm front in portions of the north-central U.S. Continued precipitation in these already saturate areas combined with rapid runoff will continue flood concerns from parts of North Dakota into northwestern Wisconsin.

Elsewhere, scattered showers and thunderstorms are expected in the Mid-Atlantic and southeastern corner of the nation as a weak upper trough of low pressure drops southward over the region. Locally heavy rain amounts of up to 2 inches may result in areas of minor flooding, especially in poor drainage areas. To the north, additional showers will be possible in the Northeast.

A wide steady rain area with numerous embedded heavy showers is located over the eastern Dakotas and the northwest quarter of Minnesota. Away from this steady rain shield a there are multiple bands of light rain showers feathering out across the east half of Minnesota and parts of western Wisconsin. Most of the rain is moving to the north and west out of Minnesota into the Dakotas...some new showers are moving into southwest Minnesota...near Pipestone and Worthington. The heaviest showers are in central Minnesota moving north through Spicer New London...and Paynesville north to Melrose and Albany. Periods of rain fall over northwestern Minnesota will bring an additional widespread tenth inch with scattered quarter inch amounts...up to isolated half inch rain fall totals through 300 PM this afternoon. Lighter wide spread tenth inch amounts with isolated quarter totals are expected over eastern Minnesota and western Wisconsin through 300 PM.

Subject: change effective June 20 2013
         discontinuance of the river forecast point on the
         Mississippi River at Anoka/akam5/

After a year of evaluation and discussion... it has been determined
that the National Weather Service river forecasts and probabilistic
outlooks for the Mississippi River at Anoka will be discontinued on
June 20 2013.

The reasons for the discontinuation are infrequent readings and the
lack of real time observations to adequately support river
forecasts. The decision to discontinue river forecasts at Anoka
was made in coordination with the city of Anoka... Champlin and
Dayton... the counties of Hennepin and Anoka as well as metropolitan
Council... Three Rivers Park district and MN dnr.

The proposed date for the discontinuance of the forecast information
is June 20 2013. On this date... any forecasts that may be in effect
due to high water will be discontinued. In addition... this location
will be removed from the NWS advanced hydrologic prediction
service/NWS ahps/ webpages.
