Heavy rains and severe thunderstorm activity continued for the Plains on Sunday as a broad low trekked slowly across the Northern Plains. As the system progressed, counter-clockwise flow associated with the system pulled ample moisture and energy northward from the Gulf of Mexico, while an associated cold front reached southward from the system across the Central Plains. Forcing from the cold front combined with a dry line in the Southern Plains and the moisture laden conditions of the region allowed for multiple clusters of thunderstorms to continue from Saturday night through Sunday morning. Portions of eastern Kansas, western Missouri, and central/eastern Oklahoma remained at moderate risk of severe thunderstorm activity through the afternoon and evening as environmental conditions remained favorable for strong tornadoes, damaging wind gusts, and very large hail. Areas surrounding this moderate risk region from the parts of the Southern Plains into the Upper Mississippi Valley were at slight risk of severe thunderstorm development. While hail and damaging winds were the main threats of severe weather in these regions, a few tornadoes were also possible.

Meanwhile, heavy rains continued across the north-central U.S., while moderate to strong instability kicked up scattered thunderstorms and showers in the southeastern corner of the nation. Areas of eastern Montana through eastern Minnesota and parts of western Wisconsin remained under Flash Flood Watches and Warnings through the afternoon due to moderate to heavy rain and areas of rapid runoff. Flash Flood Warnings and various Flood Watches Warnings were also issued for parts of northern Georgia and eastern Alabama as intense rainfall amounts of 2 to 3 inches fell in one hour. In addition to heavy rain totals, hail and damaging wind gusts were possible with stronger storms in the southeastern corner of the nation.

... Flash Flood Warning remains in effect for southwestern Olmsted...
Mower... southern Dodge... northern Floyd... northwestern Howard and
Mitchell counties until midnight CDT...

At 821 PM CDT... emergency management reported thunderstorms with very
heavy rainfall across the warned area. The situation in Mitchell
County and southern Mower County remains very serious and life
threatening. Mitchell County emergency managers report 90 percent of
gravel roads are flooded... and Highway 218 between Osage and St
ansgar is closed due to extreme flooding. Do not travel unless it is
necessary. Stay home... stay safe.

Another round of storms will result in additional 1 to 2
inches... localized 3 inch amounts are possible. This will only
exacerbate the flooding problem.

Runoff from this excessive rainfall is causing flash flooding. This
is a very dangerous and life threatening situation. Secondary roads
are flooded... and some main roads are becoming under water. More
Road closures are likely and a flash flood emergency may be
necessary. Once night falls... it will become impossible to travel.
Turn around... do not drown.

Spotters and law enforcement report rapid rises on areas and rivers.
Some locations to be impacted include..the Burr Oak creek... Cedar
River... Spring Creek... Sugar Creek... and Rock Creek... Rose
Creek... Otter Creek.

Some locations that will experience flooding include...
Austin... Charles City... Osage... Adams... Brownsdale... Floyd... Grand
Meadow... Hayfield... Le Roy... Lyle... Nora Springs... Riceville...
Rockford... Rose Creek... Rudd... St. Ansgar... Stacyville and
Stewartville.

Precautionary/preparedness actions...

Excessive runoff from this storm will cause flooding of small creeks
and streams... highways and underpasses. Additionally... country roads
and farmlands along the banks of creeks... streams and other low lying
areas are also subject to flooding.

Be especially cautious at night when it is harder to recognize the
dangers of flooding. If flooding is observed... act quickly. Do not
enter the water. Turn around and move up to higher ground. Do not
stay in areas subject to flooding when water begins rising.

western Fillmore County in southeast Minnesota...

* until 1030 PM CDT

* at 442 PM CDT... National Weather Service Doppler radar indicated
slow moving thunderstorms with very heavy rainfall across the
warned area. Estimates show between 2 and 2.5 inches has fallen
over parts of the warned area. These storms will continue to
move over the same areas.

* Runoff from this excessive rainfall will cause flash flooding to
occur. Some locations that will experience flooding include...
Rochester... Adams... Grand Meadow... Le Roy... Riceville... Spring
Valley and Stewartville.

Precautionary/preparedness actions...

Additional rainfall amounts of 1 to 3 inches are possible in the
warned area.

Excessive runoff from heavy rainfall will cause flooding of small
creeks and streams... highways and underpasses. Additionally...
country roads and farmlands along the banks of creeks... streams and
other low lying areas are subject to flooding.

Do not drive your vehicle into areas where the water covers the
roadway. The water depth may be too great to allow your car to cross
safely.
