Weather Underground Forecast for Monday, May 20, 2013.

Heavy rains and severe thunderstorm activity will continue for areas of the Plains into the Midwest on Monday as a broad, nearly stationary low sits over the Northern Plains. As the system lingers, ample moisture and energy will stream northward from the Gulf of Mexico, while an associated cold front extends from the low into Iowa and back across the Central and Southern Plains. The sharpening cold front combined with a dry line in the Southern Plains and the moisture laden conditions of the region will allow for multiple clusters of thunderstorms to develop across the Plains and into the Mid-Mississippi Valley. Portions of Oklahoma, southeastern Kansas, extreme, northwestern Arkansas, an southwestern Missouri are at moderate risk of severe thunderstorm activity as environmental conditions remain favorable for strong tornadoes, damaging wind gusts, and very large hail. Areas surrounding this moderate risk region from the parts of the southwestern Texas into the Upper Great Lakes are at slight risk of severe thunderstorm development with hail and isolated tornadoes.

Meanwhile, areas of heavy rain and widely scattered showers will persist near the low and it's associated warm front in portions of the north-central U.S. Continued precipitation in these already saturate areas combined with rapid runoff will continue flood concerns from parts of North Dakota into northwestern Wisconsin.

Elsewhere, scattered showers and thunderstorms are expected in the Mid-Atlantic and southeastern corner of the nation as a weak upper trough of low pressure drops southward over the region. Locally heavy rain amounts of up to 2 inches may result in areas of minor flooding, especially in poor drainage areas. To the north, additional showers will be possible in the Northeast.

The National Weather Service in La Crosse has extended the

* Flood Warning for...
Mitchell County in north central Iowa...
Mower County in southeast Minnesota...
northern Floyd County in north central Iowa...

* until 400 PM CDT Monday

* on Sunday... between 4 and 8 inches of rain fell across southern
and eastern Mower County in southeast Minnesota... and Mitchell
and northwest Floyd County.

* Runoff from this excessive rainfall is causing flooding across
the aforementioned counties. Some locations that are
experiencing flooding include... Charles City... Osage...
Adams... Floyd... Grand Meadow... Le Roy... Lyle... Nora Springs...
Riceville... Rockford... Rose Creek... Rudd... St. Ansgar
and Stacyville.

Numerous roads are closed... impassable... and are barricaded. Some
roads are washed out... so do not Cross Roads which have water
flowing over them. Highway 218 between Osage and St ansgar is
closed.

This excessive rainfall is causing rapid rises on area rivers and
streams. The Cedar River is experiencing significant rises... from
Osage to Charles City. A river Flood Warning is also in effect for
the Cedar River at Charles City... which is expected to rise above
major flood stage.

Other rivers and creeks that are being impacted... include the Burr
Oak creek... Dobbins creek... Spring Creek... Sugar Creek... and Rock
Creek... Rose Creek... Otter Creek.

Precautionary/preparedness actions...

Excessive runoff from heavy rainfall will cause flooding of small
creeks and streams... country roads... as well as farmland along the
banks of creeks and streams.

Do not drive your vehicle into areas where the water covers the
roadway. The water depth may be too great to allow your car to cross
safely.

Flooding is occurring or is imminent. It is important to know where
you are relative to streams... rivers... or creeks which can become
killers in heavy rains. Campers and hikers should avoid streams or
creeks.

... Flash Flood Watch remains in effect through this evening...

The Flash Flood Watch continues for

* portions of north central Iowa and southeast Minnesota...
including the following areas... in north central Iowa...
Mitchell. In southeast Minnesota... Dodge... Fillmore... Mower...
Olmsted and Wabasha.

* Through early this evening

* thunderstorms this afternoon into early this evening will have
the potential to produce localized heavy rainfall on already
saturated soils. Up to an additional 1 inch of rainfall is
possible.

* Basement flooding... rapid rises on creeks and streams... and Road
closures are all possible from heavy rainfall and flash
flooding.

Precautionary/preparedness actions...

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.

You should monitor later forecasts and be prepared to take action
should flash flood warnings be issued.
