* Flood Warning for...
Washington County in southwestern Virginia...
Scott County in southwestern Virginia...
the city of Bristol in southwestern Virginia...

* until 515 PM EST Friday

* at 508 PM EST... area law enforcement across Scott and Washington
counties continue to report several roads flooded with several
small streams and rivers flooded. Snow melt and recent heavy
rains have resulted in flooding across the area. Additional
flooding problems are possible.

* Some locations that will experience flooding include...
Abingdon... Gate City... Bristol VA... Bristol... Weber City... Glade
Spring... Damascus... Nickelsville... Dungannon... Duffield...
Clinchport... Lindell... Fort Blackmore... Hiltons... Benhams...
Holston... Hilander Park... Konnarock and Emory-Meadow View.

Precautionary/preparedness actions...

Most flood deaths occur in automobiles. Never drive your vehicle into
areas where the water covers the roadway. Flood waters are usually
deeper than they appear. Just one foot of flowing water is powerful
enough to sweep vehicles off the Road. When encountering flooded
roads make the smart choice... turn around... dont drown.

Excessive runoff from heavy rainfall will cause flooding of small
creeks and streams... highways and underpasses in urban areas.

... Flood Watch remains in effect until 7 PM EST this evening...

The Flood Watch continues for

* portions of east Tennessee and southwest Virginia... including
the following areas... in east Tennessee... Campbell...
Claiborne... Hancock... Morgan and Scott TN. In southwest
Virginia... Lee... Russell... Scott... Washington and wise.

* Until 7 PM EST this evening

* precipitation this afternoon combined with water from melting
snow and ice may produce additional flooding across this region.

* Flooding potential includes flash flooding... areal flooding...
and river flooding. Snow and ice clogging drains may cause
flooding in spots not normally prone to water ponding issues.

Precautionary/preparedness actions...

A Flood Watch means that conditions are favorable for heavy
rain... which may lead to flooding in and near the watch area. If
you are in the watch area... .keep an eye out for rising water or
water over roadways. Keep informed... and be ready for action if
flooding is observed or if a Flood Warning is issued. If you
come to a closed or flooded Road... turn around! Don't drown!

the region. Patches of snow... ice and liquid moisture from earlier
melting to quickly turn to black ice. This will allow for hazardous
driving conditions across the area on untreated roadways.

Many roads across southwest Virginia and the Cumberland Plateau
will have some combination of snow and ice in spots. Flooding and
ponding on roadways will also freeze overnight.

Freezing fog is possible late tonight... mainly along waterway.
Freezing fog will contribute to hazardous Road conditions.
