* Wind chill readings... near 5 degrees this morning... 5 below to 5
above early Wednesday and Thursday.

* Timing... through 10 am Thursday.

* Impacts... frost bite and hypothermia are possible if
precautions are not taken.

* Winds... west northwest 15 to 20 mph gusting up to 25 mph.

* Temperatures... mid teens this morning... then low teens to upper
