* at 119 PM EST... Doppler radar and automated rain gauges indicated
that heavy rain was falling over the area. Road closures due to
high water have been reported. Up to 1 to 2 inches of rain have
already fallen with more heavy rain forecast through this evening.
An additional 1 to 2 inches of rain is possible with locally
higher amounts in some locations.

... Gusty winds to increase through this evening...

Winds have increased along the immediate coast line late this
morning. As this low pressure system continues to strengthen and
move near eastern North Carolina... winds will increase from the
north 20 to 35 mph with gusts up to 45 to 60 mph... the highest
across the beaches and downeast, Carteret County.

These winds in combination with the saturated ground may down a
few trees or power lines. Additionally... driving high profile
vehicles could become difficult. Winds will ease late tonight and
the strongest winds should come to and end before midnight.
