Wet and unsettled weather continues for parts of the East and South on Tuesday as a cold front dropping southeastward across the Midwest reinforces another frontal boundary extending from the Northeast through the Central Plains. Expect rain and thunderstorm activity along and ahead the advancing cold front in parts of the Ohio Valley into New England, while a cooler airmass behind this cold front leads to cooler daytimes highs in the Upper Great Lakes and Northeast. Areas of isolated to scattered showers and isolated thunderstorms are expected to develop south of the main frontal disturbance from the Mid-Atlantic and Southeast through the Central and Southern Plains. Impulses from from the West will enhance precipitation eastern Oklahoma and northeastern Texas, as well as create the potential for strong to severe thunderstorms in parts of the Central and Southern High Plains. The Storm Prediction Center issued a slight risk of severe thunderstorm development from the late afternoon through the evening. While the main concerns with these storms are isolated areas of hail and damaging wind gusts, a localized tornado threat remains possible.

Flash Flood Watch
Mobile & Email Alerts Statement as of 10:40 AM EDT on June 18, 2013

... Flash Flood Watch in effect until 6 PM EDT this evening...

The National Weather Service in Blacksburg has issued a

* Flash Flood Watch for portions of central Virginia... south
central Virginia... southwest Virginia and west central
Virginia... including the following areas... in central
Virginia... Amherst... Appomattox... Buckingham and Campbell. In
south central Virginia... Bedford. In southwest Virginia...
Craig. In west central Virginia... Alleghany VA... Bath...
Botetourt... Franklin... Roanoke and Rockbridge.

* Until 6 PM EDT this evening

* locally heavy rain fell over parts of the watch area last
night... in some cases upwards of 3 inches. An additional 1 to 3
inches of rain is likely today. If rainfall exceeds 2 inches in
an hour... flash flooding will become likely.

* Streams in parts of Bath... Rockbridge... and Alleghany counties
are already running high due to last nights rainfall. Additional
rainfall today will cause these streams to go even higher.

Precautionary/preparedness actions...

Be aware of sudden bursts of very heavy rain... and especially if
they are associated with thunderstorms. Rain rates associated with
storms today may approach 4 inches in an hour. With this sort of
rate... just 15 minutes would cause ditches to overflow putting
debris on high ways. 30 minutes of this sort of rain would bring
streams to bankfull. And 45 minutes to an hour of these sort of
rain rates would result in flash flooding.

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.
You should monitor later forecasts and be prepared to take action
should flash flood warnings be issued.
