The National Weather Service in Buffalo has issued a wind chill
watch... which is in effect from late Friday night through Sunday
morning.

* Locations... Chautauqua and Cattaraugus counties.

* Timing... the lake effect snow warning is in effect through
late this afternoon. The lake effect snow watch is in effect
from overnight tonight through early Friday evening. The wind
chill watch is in effect from late Friday night through late
Sunday morning.

* Accumulations... 4 to 8 inches today... 1 to 3 inches tonight...
and 4 to 7 inches between Friday and Friday evening.

* Winds... northwest 15 to 25 mph with gusts up to 35 mph.

* Visibilities... as low as a quarter mile at times.

* Wind chill values... as low as 25 below.

* Impacts... lake effect snow and blowing snow will result in
difficult travel at times with snow covered roads and greatly
reduced visibilities. Wind chills will reach dangerous levels.
Frigid temperatures have the potential to result in frozen
pipes, frostbite and hypothermia.

* Forecaster confidence... forecast confidence in the lake effect watch
is medium. There is still some uncertainty in the location and
intensity of the lake snow band that is expected to develop
tonight and Friday.

Precautionary/preparedness actions...

In lake effect snow the weather can vary from locally heavy snow
in narrow bands to clear skies just a few miles away. If you will
be traveling across the region be prepared for rapid changes in
Road and visibility conditions.

If you lose power and plan on running a generator... make sure
that the generator is located outdoors and is properly
ventilated. Space heaters should also be properly ventilated and
used only if they are operating properly. Make sure snow does not
block exhausts and fresh air intakes for high efficiency furnaces
and water heaters.

A lake effect snow watch means that significant winter weather is
possible in localized areas.

A wind chill watch is issued when strong winds will combine with
cold temperatures to create dangerously cold conditions for
exposed skin. The wind will make it feel like it is 15 degrees
below zero or colder for a period of several hours. If you will
be outdoors use common sense and dress warmly... making sure that
all exposed skin is covered. If possible... avoid prolonged
exposure to the cold to prevent frostbite and hypothermia.
