Statement as of 6:32 AM AKDT on August 30, 2015

... The Flood Advisory remains in effect until 200 PM akdt Sunday for
the chena river upstream of the Moose Creek dam...

Over two inches of rain fell across portions of the chena river
basin between last Tuesday and Thursday. The rainfall caused the
upper chena river to rise above flood stage late last week. This
crest of high water will move downriver through today.

As of this morning the crest of high water on the chena river is
still moving past the Moose Creek dam. The US Army corps of
engineers Alaska district began operating the Moose Creek dam at
7:45 am Saturday. The Moose Creek dam will be regulating the chena
river so flows do not exceed 12 thousand cubic feet per second in
downtown Fairbanks. Downstream flood effects on the chena river also
depend on flow conditions in the Tanana river... little chena
river... and local drainages.

Expected impacts: water from the chena river will flow over some of
the lowest lying banks near the Moose Creek dam and in the
Steamboat Landing subdivision. In addition... river navigation
through the Moose Creek dam is unavailable during operations.

Precautionary/preparedness actions...

Recreational users should be prepared for high water which may cause
levels to rise out of bank in places. Watch for an increase in logs
and other debris in the river. Additionally... an increase in the
level of groundwater table is expected.

A Flood Advisory means river or stream flows are elevated... or
ponding of water is occurring or is imminent. Do not attempt to
travel across flooded roads. Find alternate routes. It takes only a
few inches of swiftly flowing water to carry vehicles away.

... Frost possible in the Fairbanks area the next few nights...

The airmass over the Tanana Valley will remain cold enough to
support widespread frost in the Fairbanks area through Tuesday
night. Cloud cover... wind..and showers have prevented the
temperature from falling below freezing in most locations the past
several days. The clouds and shower activity are forecast to
gradually diminish over the next few days. Breaks in the clouds
tonight and Monday will likely allow temperatures to fall to near
freezing... and it is possible for some valley locations to experience
a hard frost if temperatures drop into the upper 20s. Frost is
likely on Tuesday night as well... before much warmer air moves
into the Tanana Valley on Wednesday.
