morning...

* wind chills of 20 to 30 below zero are expected at times this
morning. The coldest wind chills will occur over north central
and central Wisconsin.

* Wind chills this low indicate that frostbite to exposed skin
can occur in as little as 20 to 30 minutes.

Precautionary/preparedness actions...

A Wind Chill Advisory means that cold air and the wind will
combine to generate low wind chills. Frostbite and hypothermia
