Issued: 9:56 PM EST Feb. 12, 2016 – National Weather Service

... Very cold wind chills expected early Saturday morning...

Temperatures are expected to continue to fall overnight... with low
temperatures ranging from 5 to 10 degrees above zero. Combined
with the wind... this will result in wind chill readings as cold as
zero to 10 below zero on Saturday morning.

Those planning to venture outdoors should use common sense and
dress warmly... making sure that all exposed skin is covered.
