Areal Flood Warning
Statement as of 4:30 am PST on January 21, 2017

... A Flood Warning for urban areas and small streams remains in
effect until 345 PM PST Monday for southeastern Santa Clara and
northwestern San Benito counties...

At 426 am PST, a combination of excessive rainfall over the past few
weeks, in addition to continued rainfall over recent days, has led
to elevated river/creek levels and damaged levees along the Pacheco
creek. Flooding is actively occurring along the Pacheco creek near
Lovers Lane and San Felipe Road north of Hollister. Flooding may
also be possible or occurring on soap/San Felipe Lake, Frazier
Lake and other smaller tributaries in the impacted area.

Additional rainfall anticipated late tonight into Sunday morning
will likely result in additional rises on the Pacheco creek and
exacerbate flooding in the warned area.

Precautionary/preparedness actions...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

In hilly terrain there are hundreds of low water crossings which are
potentially dangerous in heavy rain. Do not attempt to cross flooded
roads. Find an alternate Route.

A Flood Warning means that flooding is imminent or occurring. All
interested parties should take necessary precautions immediately.

... Flash Flood Watch remains in effect from midnight PST tonight
through Sunday afternoon...

The Flash Flood Watch continues for

* a portion of western California... including the following
areas... coastal North Bay including Point Reyes National
Seashore... East Bay hills and the Diablo Range... East Bay
interior valleys... mountains of San Benito County and interior
Monterey County including Pinnacles National Monument... North
Bay interior valleys... North Bay mountains... northern Monterey
Bay... northern Salinas valley/Hollister Valley and Carmel
Valley... San Francisco... San Francisco Bay shoreline... San
Francisco peninsula coast... Santa Clara Valley including San
Jose... Santa Cruz Mountains... Santa Lucia mountains and Los
Padres National Forest... southern Monterey Bay and Big Sur
coast and southern Salinas valley/Arroyo Seco and Lake San
Antonio.

* From midnight PST tonight through Sunday afternoon

* periods of heavy rain on already saturated soils will impact the
region from late tonight through Sunday afternoon. Additional
rainfall amounts from 1 to 2 inches are possible at lower
elevations with 2 to 5 inches across the North Bay and coastal
slopes.

* The primary impacts will be localized ponding of water on low
lying roadways with poor drainage... rapid rises on streams and
creeks with some likely exceeding bankfull... some river
flooding... and potential rock and mud slides. Recent burn
scars will also be susceptible to debris flows during periods
of intense rainfall.

Precautionary/preparedness actions...

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.

You should monitor later forecasts and be prepared to take action
should flash flood warnings be issued.





445 am PST Sat Jan 21 2017

... The Flood Advisory for a dam floodgate release remains in effect
until 345 PM PST Sunday for southeastern Santa Clara and northwestern
San Benito counties...

* local water district and County emergency management personnel
have indicated that limited portions of the spillway structure for
Pacheco Lake have been compromised from prior storm activity and
spillway releases this winter. Specifically, there is concern that
renewed spillway releases anticipated in response to forecast
rainfall through the remainder of this weekend could cause
additional erosion of the spillway structure, which could lead to
excessive sediment and/or runoff to enter Pacheco creek
downstream. Excessive runoff and sediment could cause or increase
flooding downstream.

* NWS Monterey is forecasting an additional 1-2" of rainfall this
weekend in the Pacheco creek watershed that feeds the Reservoir.
Development of Post-frontal convective thunderstorms over the
watershed could increase local precipitation totals over the
weekend. Rainfall this weekend will likely be accompanied by
increased releases over the spillway, but it is currently not
expected that additional releases would pose additional risk to
the spillway or downstream areas.

* Engineers from the local water district as well as California
division of safety of dams and California department of water
resources engineers are on-site conducting inspections and
assessing the level of risk posed by current and expected
conditions. County emergency managers are aware of the situation
and are taking appropriate action and following necessary
protocols.

* There is no expectation at this time that a dam breach or failure
would occur. The dam itself is not compromised; it is only the
spillway structure that is under investigation.

* Should the situation worsen and elevate the threat to human life
and property, either prior to or during storm activity this
weekend, a Flash Flood Warning will be issued for affected areas.
Stay tuned to your wireless emergency alerts via cellular phone,
emergency alert system interruptions on local radio and television
stations, NOAA Weather Radio, twitter (@nwsbayarea), facebook
(nwsbayarea), and other local news and notification services
should a Flash Flood Warning be necessary.

Be especially cautious at night when it is harder to recognize the
dangers of flooding.

* Winds... sustained southerly winds 20 to 35 mph with local

* Impacts... gusty winds will make driving difficult... especially
for drivers of high profile vehicles. Since the soils are
saturated... there is a heightened potential for downed trees

occuring. Operating a vessel in gale conditions requires

A Small Craft Advisory means that wind speeds of 21 to 33 knots
are expected to produce hazardous wave conditions to small craft.
Inexperienced mariners... especially those operating smaller
vessels should avoid navigating in these conditions.
