Me and Abby braved the cold yesterday and got in a 1 1/2 walk. I planned it wrong and the longest leg was into the wind. She didn't mind at all but it was cold on my face, the only exposed part.
The city is hosting the Winterfest today. It's been cancelled the last 2 years due to cold conditions. For those brave enough to attend there's outdoor skating on Crescent Lake, face painting for the kids and sledding on George Hill. George Hill is an old landfill site providing about a 40 foot vetical ride. P.A.W.S., the goup I got abby from, is also hosting an Adopt-a-thon.

Louis Riel Day on the Prairie

By: plapman, 3:33 PM GMT on February 16, 2009

Today will start sunny then see increasing cloudiness late this afternoon. A high of -14C(6F) is forecast.
Tonight will be cloudy with a 60% chance of flurries late this evening and overnight. An overnight low of -17C(1F) is expected.
============================================================
Today is Louis Riel day in Manitoba. The day was proclaimed a holiday last year.

Louis Riel
Louis Riel, a leader of his people in their resistance against the Canadian government in the Canadian Northwest, is perhaps the most controversial figure in Canadian historiography. His life and deeds have spawned a massive and diverse literature.

He was born in the Red River Settlement (in what is now Manitoba) in 1844. A promising student, he was sent to Montreal to train for the priesthood, but he never graduated. An attempt at training as a lawyer ended similarly, and by 1868 Riel was back in the Red River area. Ambitious, well educated and bilingual, Riel quickly emerged as a leader among the Métis of the Red River. In 1869-1870 he headed a provisional government, which would eventually negotiate the Manitoba Act with the Canadian government. The Act established Manitoba as a province and provided some protection for French language rights.

Riel's leadership in the agitation, especially his decision to execute a Canadian named Thomas Scott, enraged anti-Catholic and anti-French sentiment in Ontario. Although chosen for a seat in the House of Commons on three occasions, he was unable to take his seat in the house. In 1875, Riel's role in the death of Scott resulted in his exile from Canada. These years in exile would include stays in two Quebec asylums and the growing belief in Riel that he had a religious mission to lead the Métis people of the Canadian northwest.

In 1884, while teaching in Montana at a Jesuit mission, Riel was asked by a delegation from the community of Métis from the south branch of the Saskatchewan river to present their grievances to the Canadian government. Despite Riel's assistance, the federal government ignored Métis concerns. By March of 1885, Métis patience was exhausted and a provisional government was declared.

Riel was the undisputed spiritual and political head of the short-lived 1885 Rebellion. He never carried arms and hindered the work of his military head, Gabriel Dumont. Riel was increasingly influenced by his belief that he was chosen to lead the Métis people. On May 15, shortly after the fall of Batoche, Riel surrendered to Canadian forces and was taken to Regina to stand trial for treason.

At his trial, Riel gave two long speeches which demonstrated his powerful rhetorical abilities. He personally rejected attempts by his defence counsel to prove he was not guilty by reason of insanity. On 1 August 1885, a jury of six English-speaking Protestants found Riel guilty but recommended mercy. Judge Hugh Richardson sentenced him to death. Attempted appeals were dismissed and a special re-examination of Riel's mental state by government appointed doctors found him sane. He was hanged in Regina on 16 November, 1885. His execution was widely opposed in Quebec and had lasting political ramifications.

A Winter Storm Watch in Effect on the Prairie

By: plapman, 3:30 PM GMT on February 08, 2009

Today will bring a mix of sun and cloud then clearing late this morning. A high of 1C(34F) is expected.
Tonight will see increasing cloudiness along with periods of freezing rain beginning near midnight. An overnight low of -4C(24F) is forecast.
============================================================
Watches
Portage la Prairie - Headingley - Brunkild - Carman
4:20 AM CST Sunday 8 February 2009
Winter storm watch for
Portage la Prairie - Headingley - Brunkild - Carman issued

Freezing rain Monday followed by rain and snow.

The potential for severe winter weather exists over these regions.

An intensifying low pressure system will move through the Dakotas Monday. Gusty southeast winds ahead of this system will carry milder air as well as mixed precipitation through southern Manitoba on Monday. Freezing rain will cross into southern Manitoba in the early hours of Monday and then spread northward through Monday morning. Either rain or snow, or a mix of the two, will follow this band of freezing rain Monday afternoon and evening.

Over Winnipeg and the Red River Valley, freezing rain is expected Monday morning followed by rain Monday afternoon. Rain is of course a rare occurrence for Manitoba in February.

Over western sections including Brandon and Dauphin, freezing rain is also forecast for early Monday morning, but this will be replaced with a mix of snow and rain in the afternoon.

The freezing rain will make it through central Manitoba later Monday morning followed by snow. Snow accumulations may exceed 10 cm on Monday.

Temperatures will vary only a few degrees either side of the zero mark on Monday which makes the timing of the changes between phases of precipitation difficult and the exact sequence of this precipitation event is still uncertain. Some areas of Manitoba may see an ice storm with an extended period of freezing rain Monday.

The low moves through Manitoba Tuesday bringing more snow or rain. Some areas of Manitoba may get heavy snow but it is too early to be specific.

A winter storm watch is an alert of the potential development of severe winter weather. Persons in or near these areas should be prepared for developing adverse weather conditions and should listen for updated watches and possible warnings.
