Use L1 Lagrange point solar shield to weaken hurricanes??

What if we placed a solar shield in this location to cool the ocean temperatures so a hurricane will weaken? Perhaps, we can use solar sail material it is very light??

many areas get most of their rain from tropical systems, if you decrease their frequency or strength, you could cause severe droughts in other areas. for instance, the drought in texas has been linked with cold water in some areas.

I won't in fact it may bring more rain to drought stricken areas such as the SW. Especially if you can make them into tropical storms. Many tropical storms have more rain than hurricanes.
