Picture Perfect

I've noticed that if you try to rate a photo anything less than a 4, it doesn't count your vote! Why is this? Is this to prevent people with no talent from feeling sad that no one liked their picture? You're forced to give it a rating that it doesn't deserve, or don't rate it at all!

Does anyone else think this is extremely stupid?

This particular photo caught my attention at once, because it strongly reminds me of an Approver’s Choice picture I took several years ago, of a barn in the country. I called it, “Clear Day 3”.This picture is quite similar in many regards: The barn is red :), it is taken from what appears to be along side the road, there is green grass in the foreground.
