* at 507 PM EDT... radar indicated that the rain was beginning to
taper off across the warned area. However... 6 to 8 inches of rain
has already fallen. These amounts have resulted in flooding across
the warned area... and flood problems may continue through this
evening.

Excessive runoff from heavy rainfall will cause elevated levels on
small creeks and streams... and ponding of water on country roads and
farmland along the banks of creeks and streams.

Most flood deaths occur in automobiles. Never drive your vehicle into
areas where the water covers the roadway. Flood waters are usually
deeper than they appear. Just one foot of flowing water is powerful
enough to sweep vehicles off the Road. When encountering flooded
roads make the smart choice... turn around... dont drown.

... A Flash Flood Warning remains in effect until 615 PM EDT for
District of Columbia... and Loudoun and Montgomery counties...

At 348 PM EDT... National Weather Service Doppler radar continued to
indicate very heavy rainfall producing flash flooding over the
warned area. Radar estimates that 6 to 8 inches of rain has already
fallen. An additional 1 to 3 inches of rain is likely through the
rest of this afternoon and early this evening. This is a serious
situation.

Locations in the warning include but are not limited to Rockville...
Poolesville... Olney... North Potomac... Montgomery Village...
Germantown... Gaithersburg... Fairland... Damascus... Colesville...
Boyds... Aspen Hill... Round Hill... Purcellville... Leesburg and
Bluemont

... Precautionary/preparedness actions...

Stay tuned to NOAA Weather Radio or media outlets for possible
warnings. Be prepared to move to higher ground if flooding begins
to occur. If you encounter any flooding while driving... turn
around don't drown.

... Inland flooding...

Widespread rainfall totals of 4 to 7 inches have already fallen
across the region. Another couple inches of rain are anticipated through
5 PM which could bring totals to up to 10 inches in some areas.
Numerous flash flood warnings are in effect at this time. The rain
is expected to end between 5 and 8 PM.


... Storm surge and storm tide...

Tide levels are running between 1 to 2 feet above normal. Storm
surge will begin to subside in the next few hours.


... Winds...

Sustained winds of 25 to 30 mph with gusts up to 50 mph will
continue through 5 PM. The strongest winds will occur over
southern Maryland. Winds of this magnitude may cause trees and
power lines to fall and cause scattered power outages.

The probability of tropical storm conditions is 14 percent.

For Annapolis MD...

The probability of tropical storm conditions is 28 percent.
