Tropical Storm Beryl, located about 110 miles east of Jacksonville, Florida, continued to effect the coasts of northeastern Florida and Georgia on Sunday. Beryl moved toward the west near 10 mph this afternoon, with sustained winds of 43 mph and gust to 52 mph. A westward motion was expected to continue through landfall Sunday night. Tropical storm conditions reached the coast of northeast Florida and southeastern Georgia this afternoon and were expected to continue through tonight. Dangerous surf conditions, including rip currents and storm surge effected coastal areas of northeastern Florida and Georgia, while rain spread inland. Meanwhile, to the north, a deep storm from the Northwest moved into the Dakotas. The storm kicked up rain showers and high elevation snow across the Northern and Central Rockies and rain showers in North Dakota. Winter Weather Advisories remained in effect for elevations above 5,000 feet in the Northern Rockies through this evening. New snow accumulations of 1 to 3 inches were anticipated across the lower elevations, with 4 to 6 inches possible for higher elevations through this evening. Moist winds from this system also supported a few light showers and thunderstorms in parts of the Northern Intermountains West and Upper Central Great Basin.

Ahead of the system, an associated warm front reached from the Northern Plains through the Lower Great Lakes. Moisture from the Gulf of Mexico spread across the front and aided in producing rain and thunderstorms across northern Michigan and northwestern Pennsylvania. Behind this activity, a cold front with a wave of low pressure extended southwestward from the low and pushed across the Central Plains. Portions of the Central Plains, from northern Kansas across eastern Nebraska and northwestern Iowa and southwestern Minnesota were at moderate risk of severe weather development. The main concerns with severe storms in these areas were large hail events, damaging wind gusts, and possible tornadoes. A slight risk of severe development surrounded the moderate risk area from the Southern and Central Plains into the Upper Great Lakes. Parts of northeastern Ohio to extreme western New York were also at slight risk of severe weather development with damaging winds and heavy rainfall.

The National Weather Service in the Twin Cities has issued an

* Urban and Small Stream Flood Advisory for...
east central Carver County in east central Minnesota...
Hennepin County in east central Minnesota...
northeastern Scott County in east central Minnesota...
northern Dakota County in east central Minnesota...
Ramsey County in east central Minnesota...
southern Anoka County in east central Minnesota...
western Washington County in east central Minnesota...

* until 230 am CDT Monday

* at 815 PM CDT... trained weather spotters reported minor flooding
due to the intense rainfall near I 94 and Broadway. Rainfall rates
of 1 to 2 inches in an hour are occurring with these storms which
will cause localized flooding problems. Additional thunderstorms
are moving in from the south which will continue to cause problems
across much of the Twin Cities Metro area. Rainfall amounts of an
additional 1 to 2 inches can be expected with the new storms.

* Some locations that will experience minor flooding include...
Minneapolis... Plymouth... St Paul... Anoka... Arden Hills... Blaine...
Bloomington... Brooklyn Center... Brooklyn Park... Burnsville...

With additional thunderstorms moving in from the south... expect
excessive runoff from these storms to cause quick responding
localized flooding of small creeks and streams... urban
areas... highways... streets and underpasses as well as other
drainage areas and low lying spots. Do not drive
around barricades set up to block water covered roadways. The
barricades are set up for your protection.

The Flash Flood Watch continues for

* Through Monday morning

* widespread rainfall totals of one to three inches are likely
tonight. The heavy rain may fall in a short period of time.

* Flooding is possible in low lying and poor drainage areas.
Heavy rainfall in short periods of time frequently cause urban
flooding and can wash out rural roads. Any ground that is
saturated will add to flooding potential. In addition to the
threat of flash flooding... the heavy rains could also result
in flooding along area creeks and rivers.

Precautionary/preparedness actions...

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.

You should monitor later forecasts and be prepared to take action
should flash flood warnings be issued.
