... Winter Storm Warning remains in effect until 7 PM EST
Thursday...

* locations... Lawrence County Kentucky and portions of western
and northern West Virginia

* hazard types... snow.

* Snow accumulations... 6 to 10 inches.

* Timing... rain will change to snow by 10 PM tonight. The
snow... heavy at times... will continue through the first half of
Thursday.

* Impacts... untreated roads and sidewalks could become snow and
ice covered. Reduced visibilities... below one mile at times...
can be expected. Snow could cause downed tree limbs and power
outages.

* Temperatures... in the mid 20s.

Precautionary/preparedness actions...

A Winter Storm Warning for heavy snow means severe winter weather
conditions are expected or occurring. Significant amounts of snow
are forecast that will make travel dangerous. Only travel in an
emergency. If you must travel... keep an extra flashlight... food...
and water in your vehicle in case of an emergency.

Statement as of 10:38 PM EST on March 04, 2015

The Flood Warning continues for
the Tygart Valley River at Philippi.
* At 10:00 PM Wednesday the stage was 21.3 feet.
* Moderate flooding is occurring and moderate flooding is forecast.
* Flood stage is 19.0 feet.
* Forecast... the river will continue rising to near 22.0 feet by Thursday
morning. The river will fall below flood stage late evening Thursday .
* At stages near 22.0 feet... north high and Woods streets are flooded. Stevens
and north Walnut streets are flooded. Also, a store is flooded near Stevens
and north walnuts streets.
* A crest near 22.0 feet compares to a previous crest of 21.4 feet on February 7
2004.

The Flood Warning continues for
the Tygart Valley River at Belington.
* At 10:00 PM Wednesday the stage was 16.3 feet.
* Minor flooding is occurring and minor flooding is forecast.
* Flood stage is 14.0 feet.
* Forecast... the river will continue rising to near 16.7 feet by Thursday
morning. The river will fall below flood stage late evening Thursday .
* At stages near 17.0 feet... flooding of the streets of Belington due to storm
sewers backing up. Many low lying areas are flooded.
* A crest near 16.7 feet compares to a previous crest of 15.2 feet on December 8
2013.

* until 430 am EST Thursday

* at 607 PM EST rain and snow melt have caused streams, creeks and
rivers to rise. More rain is in the forecast and will eventually
change to snow overnight. Despite the changeover, runoff will
continue and cause streams, creeks and rivers to exceed bankfull
and flood.

A Flood Warning means that flooding is imminent or has been reported.
All interested parties should take necessary precautions immediately.

Precautionary/preparedness actions...

Be especially cautious at night when it is harder to recognize the
dangers of flooding. If flooding is observed act quickly. Move up to
higher ground to escape flood waters. Do not stay in areas subject to
flooding when water begins rising.

Do not drive your vehicle into areas where the water covers the
roadway. The water depth may be too great to allow your car to cross
safely. Move to higher ground.
