... Winter Storm Warning remains in effect from 7 PM this evening
to 7 PM EST Thursday...

* locations... Lawrence County Kentucky and portions of western
West Virginia

* hazard types... snow and sleet.

* Snow accumulations... 4 to 8 inches... with locally higher amounts
possible.

* Timing... rain will change to a period of sleet by 10 PM
tonight. The wintry mixture will transition to snow by
midnight. The snow... heavy at times... will continue through
the first half of Thursday.

* Impacts... untreated roads and sidewalks could become snow and
ice covered. Reduced visibilities... below one mile at times...
can be expected. Snow could cause downed tree limbs and power
outages.

* Temperatures... falling through the 20s overnight.

Precautionary/preparedness actions...

A Winter Storm Warning for heavy snow means severe winter weather
conditions are expected or occurring. Significant amounts of snow
are forecast that will make travel dangerous. Only travel in an
emergency. If you must travel... keep an extra flashlight... food...
and water in your vehicle in case of an emergency.

The National Weather Service in Charleston WV has issued a

* Flood Warning for
the Tygart Valley River at Philippi.
* From this evening to Thursday evening... or until the warning is cancelled.
* At 9:00 am Wednesday the stage was 14.2 feet.
* Moderate flooding is forecast.
* Flood stage is 19.0 feet.
* Forecast... rise above flood stage by this evening and continue to rise to near
21.2 feet by Thursday morning. The river will fall below flood stage by early
afternoon Thursday .
* At stages near 21.0 feet... Chestnut and McCartney streets flood. Vietnam
Veterans Park is flooded just upstream from the Covered Bridge.
* A crest near 21.2 feet compares to a previous crest of 21.4 feet on February 7
2004.

the Tygart Valley River at Belington.
* From this afternoon to Friday morning... or until the warning is cancelled.
* At 9:30 am Wednesday the stage was 12.6 feet.
* Moderate flooding is forecast.
* Flood stage is 14.0 feet.
* Forecast... rise above flood stage by this afternoon and continue to rise to
near 17.0 feet by Thursday morning. The river will fall below flood stage by
early Friday morning.
* At stages near 17.0 feet... flooding of the streets of Belington due to storm
sewers backing up. Many low lying areas are flooded.
* A crest near 17.0 feet compares to a previous crest of 15.2 feet on December 8
2013.
