Tropical Storm Beryl will move slowly northwestward and then turn northward over portions of northeastern Florida and southeastern Georgia

on Monday and Monday night. Strong wind and rain will continue to effect these areas up through North Carolina as Beryl moves inland, while dangerous surf conditions, including rip currents, remain a concern along the coastal areas from northeastern Florida to North Carolina. Rainfall totals of 3 to 6 inches are expected from northern Florida through southeastern North Carolina from this system. Meanwhile, to the north, the deep storm in the Dakotas will lift northeastward across the Upper Mississippi Valley with scattered showers and thunderstorms. The cold front associated with this system will extend southwestward from the low through the Southern Plains. Showers and thunderstorms will form ahead of the front from the Central and Southern Plains into the Upper Great Lakes. There is a slight risk of severe storms from Wisconsin and Michigan southwestward across portions of eastern Iowa, northern Indiana, Illinois, and northeastern Missouri. While the main concerns with storms in these areas are damaging wind gusts and large hail, a few tornadoes may also become possible. To the south, areas of south-central Oklahoma into northwestern Texas may experience hail and damaging wind gusts. To the east of this system, an associated warm front will extend through the Northeast and will become nearly stationary. Moisture overrunning this front will aid in producing showers and thunderstorms from areas of the Lower Great Lakes into the Northeast. There is a slight risk of severe storms from upstate New York into Vermont and western Massachusetts with isolated hail events.

In the west, showers will continue across parts of the Northern Intermountain West and Northern Rockies, while a cold front brings cool, cloudy and chances of showers to the Pacific Northwest.

Very heavy rain showers are causing small stream and street flooding over Polk County especially north of Balsam Lake this morning...but also from River Falls to New Richmond and Cumberland. No rain has been falling around most of eastern west central Wisconsin...to the east of Menomonie and Barron. Scattered thunderstorms...some with hail...strong gusty winds and very heavy to intense rain showers are located a wide area of steady rain moving from southwest to northeast Minnesota. The 100 Mile wide rain area is located roughly from Duluth to the Twin Cities to Sioux Falls South Dakota...and had become nearly stationary across Minnesota. The leading edge is slowly drifting to the east at 5 mph...from Rochester to Lake City...Ellsworth...and Cumberland. The heaviest rain falls of a half inch to an inch and a half an hour have been falling across much of Minnesota and northwest Wisconsin.

The National Weather Service in the Twin Cities has issued a

* Flood Warning for...
east central Chisago County in east central Minnesota...
northern Polk County in northwest Wisconsin...

* until 700 am CDT

* at 1250 am CDT... radar estimated rainfall amounts indicates a
broad area of 3 to 4 inches of rain fell Sunday evening across
northern Polk and east central Chisago counties. Around
midnight... local law enforcement indicated that several
County roads had water problems. While the more intense rainfall
has moved to the northeast... additional showers and thunderstorms
will move across this region for the next few hours. Up to an
additional inch of rain can be expected through daybreak which
will further aggravate the flooding situation.

* Some locations that will experience flooding include... Center
City... Clam Falls... Cushing... Frederic... Lewis... Lindstrom...
Luck... Milltown... Shafer... Taylors Falls and Wolf Creek.

Precautionary/preparedness actions...

Excessive runoff from heavy rainfall will continue to cause flooding
of small creeks and streams... country roads... as well as farmland
along the banks of creeks and streams.

Be especially cautious at night when it is harder to recognize the
dangers of flooding.

   Brown... Carver... Chisago... Dakota... Hennepin... Isanti...
Kanabec... Kandiyohi... Le Sueur... Martin... McLeod... Meeker...
Mille Lacs... Morrison... Nicollet... Ramsey... Redwood...
Renville... Scott... Sherburne... Sibley... Stearns... Washington...
   Watonwan and Wright. In northwest Wisconsin... Polk.

* Until 7 am CDT this morning

* widespread rainfall totals of one to three inches are likely
tonight.

* Flooding is possible in low lying and poor drainage areas.
Heavy rainfall in short periods of time frequently cause urban
flooding and can wash out rural roads. Any ground that is
saturated will add to flooding potential. In addition to the
threat of flash flooding... the heavy rains could also result
in flooding along area creeks and rivers.

Precautionary/preparedness actions...

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.

You should monitor later forecasts and be prepared to take action
should flash flood warnings be issued.
