Severe storms developed over the Southern Plains from northern Texas through northern Oklahoma on Thursday. A trough of low pressure lingered over the region, which pulled moisture and energy in from the Gulf of Mexico. This allowed for showers and thunderstorms to develop in these areas, some of which turned severe with large hail, damaging winds, and periods of heavy rainfall. A brief tornado was reported near Cedar Hill, Texas. Hail 2.5 inches in diameter was reported near Davis, Oklahoma and 65 mph winds were reported at Newcastle and Dickson, Oklahoma. Rainfall totals varied over 2 inches with this system. Oklahoma City reported a mid-day total of 2.92 inches of rain.

Meanwhile in the East, a trough of low pressure over the East Coast allowed for a strong cold front to stretch from the Northeast through the Eastern Valleys. Moisture ahead of this front allowed for showers to develop from the Carolinas through Maine, with some areas of thunderstorms. There was a slight chance that these storms would turn severe from Virginia through New Hampshire, but severe storms have not developed.

Meanwhile Out West, a low pressure system mover the Rockies maintained widespread showers across the Pacific Northwest and Northern Rockies. Strong winds developed ahead of this system from eastern Montana through western Colorado. Gillette, Wyoming reported maximum winds up to 56 mph.

The National Weather Service in Burlington has issued a

* Flash Flood Warning for...
western LaMoille County in northwest Vermont...
Chittenden County in northwest Vermont...

* until 900 PM EDT.

* At 551 PM EDT... National Weather Service Doppler radar indicated
heavy rainfall capable of producing flash flooding. Small creeks
and streams will quickly leave their banks. Culverts and roadside
ditches will be overwhelmed by water. Road washouts are possible...
especially on back roads and unpaved surfaces.

* Locations in the warning include but are not limited to
Jericho... Underhill... Cambridge... Essex Junction and South
Burlington.

If you encounter flooding... seek higher ground immediately. When you
can do so safely please report any flooding to the National Weather
Service by calling toll free... 1 800 8 6 3 4 2 7 9... or by submitting
a storm report at weather.Gov/Burlington.

Precautionary/preparedness actions...

Stay away from flood waters. Move to higher ground if you are
threatened by flooding or are directed by emergency officials. Do not
drive into areas where the water covers the roadway... the Road may be
washed away beneath the water surface... and it only takes a few
inches of flowing water to carry away your vehicle. Most flood deaths
occur in automobiles... make the smart choice... turn around... dont
drown.

A Flash Flood Warning means that flooding is imminent or occurring...
and immediate action must be taken to protect life and property.

The Flash Flood Watch continues for

* portions of northern New York and Vermont... including the
following areas... in northern New York... eastern Clinton...
eastern Essex... southeastern St. Lawrence... southern
Franklin... western Clinton and western Essex. In Vermont...
Caledonia... eastern Addison... eastern Chittenden... eastern
Franklin... eastern Rutland... Essex... Grand Isle... LaMoille...
Orange... Orleans... Washington... western Addison... western
Chittenden... western Franklin... western Rutland and Windsor.

* Through Friday morning

* thunderstorms this evening and tonight will have the potential
to produce rainfall rates of 1 to 2 inches an hour. These storms
will be training... or moving over the same area... and this will
increase the threat for flash flooding.

* Flash flooding can occur quickly... thus roads can flood in a
very short period of time. Small rivers and streams can also
rise rapidly... and culverts can fill up or become blocked by
debris quickly. All of these situations can lead to flooding in
a short period of time and create locally dangerous conditions.

Precautionary/preparedness actions...

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.

You should monitor later forecasts and be prepared to take action
should flash flood warnings be issued.

... Thunderstorms producing heavy rainfall will move through eastern
Essex... southwestern Chittenden and western Addison counties...

At 654 PM EDT... thudnerstorms producing heavy rainfall were located
across eastern Essex County New York... moving east at 20 mph.

Excessive runoff from heavy rainfall of up to one inch in one hour
will cause elevated levels on small creeks and streams... and ponding
of water on country roads and farmland along the banks of creeks and
streams. In addition to heavy rainfall... wind gusts to 30 mph and
dangerous cloud to ground lightning are possible.

Locations impacted include but are not limited to...
Olmstedville... Deerhead... Underwood... Exit 28 i87... Severance...
Wadhams... Schroon Lake... Westport... Paradox... Thompson Point... Button
Bay State Park...

Be careful when driving. Ponding water on roadways can create
dangerous driving conditions... and heavy rainfall will reduce
visibility.
