Statement as of 7:00 am EST on November 9, 2009 ... Winter emergency messages... November 8th through the 14th is winter weather awareness week in West Virginia... so be ready for Winters worst. Here is what you can do: Keep posted on weather conditions. A Winter Weather Advisory means there is a possibility of accumulations of snow... freezing rain... or sleet which may cause inconvenience and dangerous conditions. A Winter Storm Watch means there is a potential for heavy snow... significant icing... or a combination of these events. Watches are usually issued 12 to 36 hours in advance. An Ice Storm Warning is issued when a quarter of an inch or more of ice is expected. A Winter Storm Warning is issued when heavy snow or a combination of hazardous winter weather is expected. Warnings are usually issued 6 to 24 hours in advance. A Wind Chill Advisory is issued when wind chill temperatures are expected to be between minus 5 and minus 19 degrees with wind speeds of 5 mph or more. A wind chill warning is issued when wind chill temperatures are expected to be less than or equal to minus 25 degrees with wind speeds of 5 mph or more. Be prepared for winter.
