    The NWS Storm Prediction Center has issued a
    Tornado Watch for portions of

           south Texas
           coastal waters

    Effective this Thursday morning and evening from 700 am until 600
    PM CDT.

    Tornadoes... hail to 0.5 inch in diameter... thunderstorm wind
    gusts to 70 mph... and dangerous lightning are possible in these
    areas.

    The Tornado Watch area is approximately along and 65 statute
    miles either side of a line from 45 miles north of Palacios Texas
    to 40 miles northwest of Laredo Texas. For a complete depiction
    of the watch see the associated watch outline update (wous64 kwns
    wou4).

    Remember... a Tornado Watch means conditions are favorable for
    tornadoes and severe thunderstorms in and close to the watch
    area. Persons in these areas should be on the lookout for
    threatening weather conditions and listen for later statements
    and possible warnings.

    Other watch information... this Tornado Watch replaces Tornado
    Watch number 741. Watch number 741 will not be in effect after
    700 am CDT.

    Discussion... very moist and moderate to strongly-sheared low-lvl
    environment in nrn quadrant of T.D. Dolly will remain favorable for
    updrafts/storms with low-lvl rotation/possible tornadoes. Sfc
    heating and weak convergence along arc of confluence extending N/NE
    from circulation center may Foster expansion of existing
    shower/storm coverage in outer fringe of circulation later today.

    Aviation... tornadoes and a few severe thunderstorms with hail
    surface and aloft to 0.5 inch. Extreme turbulence and surface
    wind gusts to 60 knots. A few cumulonimbi with maximum tops to
    500. Mean storm motion vector 15035.

    The Flood Watch continues for

    * a portion of south Texas... including the following area... Webb.

    * Through late tonight

    * Tropical Storm Dolly will move into Webb County later this
    morning. Dolly will move through Webb County through the
    afternoon and this evening. Heavy rainfall between 2 and 4
    inches with locally higher amounts in excess of 6 inches can be
    expected.

    A Flood Watch means there is a potential for flooding based on
    current forecasts. Do not drive your vehicle into areas where
    water covers the roadway. The water depth may be too high to allow
    your car to cross safely. Turn around and do not drown. Vehicles
    caught in rising waters should be abandoned quickly. Move to
    higher ground.

    Tropical Storm Dolly is expected to continue to weaken as it
    moves west-northwest into the Rio Grande plains today.

    This statement recommends actions to be taken by persons in...
    Webb... Duval... and Jim Wells counties.

    Tropical Storm Wind Warning in effect until 10 am CDT this
    morning.

    A Tornado Watch is in effect through this afternoon until 6 PM
    CDT.

    Flood Watch in effect through late Thursday night.

    ... Storm information...

    At 7 am CDT... the center of Tropical Storm Dolly was located near
    latitude 27.2 north... longitude 98.9 west... 50 miles east-southeast
    of Laredo. Movement is toward the west-northwest near 7 mph.
    Maximum sustained winds have decreased to around 50 mph. A
    continued motion toward the west-northwest is expected during the
    next day or so.

    ... Precautionary/preparedness actions...

    Motorists should exercise extreme caution today as heavy rainfall
    from the outer bands of Dolly may cause some roads to flood today.
    Most flood deaths occur in automobiles. Never drive your vehicle into
    areas where the water covers the roadway. Flood waters are usually
    deeper than they appear. Just one foot of flowing water is powerful
    enough to sweep vehicles off the Road. When encountering flooded
    roads make the smart choice... turn around... dont drown. In
    addition... tropical storm force wind gusts will make driving
    difficult for high profile vehicles.

    ... Winds...

    Winds will increase into the 25 to 35 mph range with gusts as
    high as 45 mph with rain bands. Tropical storm force gusts will
    be intermittent through the evening hours.

    ... Inland flooding...

    As Dolly progresses further into the Rio Grande plains... the
    potential for very heavy rainfall will increase today through
    this evening. Rainfall amounts today through tonight will average
    between 4 and 8 inches... with the highest amounts over southern
    potions of Webb... Duval and Jim Wells counties. Rainfall rates of
    two or more inches per hour can be expected at times. Isolated
    amounts 10 to 15 inches also cannot be ruled out. As a
    result... life threatening flash flooding will be possible over
    flood prone areas and over locations receiving these high rainfall
    rates.

    Isolated tornadoes will be possible through this morning as rain
    bands from Dolly affect the area.
