The National Weather Service in Lake Charles has issued a

* Urban and Small Stream Flood Advisory for poor drainage areas
for...
east central Jefferson County in southeastern Texas...

* until 1145 PM CDT

* at 1038 PM CDT... Doppler radar indicated heavy rain due to
thunderstorms. Rainfall rates of 2 to 3 inches per hour are
possible with these thunderstorms. This will cause Urban and Small
Stream flooding. Overflowing poor drainage areas will result in
minor flooding in the advisory area.

* Some locations that will experience flooding include...
Port Arthur... Groves... Port Acres and southeast Texas regional
Airport.

Precautionary/preparedness actions...

Excessive runoff from heavy rainfall will cause ponding of water in
urban areas... highways... streets and underpasses as well as other
poor drainage areas and low lying spots. Do not attempt to travel
across flooded roads. Find alternate routes.
