Statement as of 2:29 AM EST on November 11, 2009 The National Weather Service in Morristown has issued an * Urban and Small Stream Flood Advisory for... Hawkins County in east Tennessee... this includes the city of Rogersville... city of Bristol in southwest Virginia... this includes the city of Bristol VA... Russell County in southwest Virginia... this includes the city of Lebanon... Scott County in southwest Virginia... this includes the city of Gate City... Washington County in southwest Virginia... this includes the city of Abingdon... * until 530 am EST * at 225 am EST Doppler radar indicated moderate to occasional heavy rain across northeast Tennessee and southwest Virginia with rainfall rates up to one half inch or more in the past hour. Rainfall of up to two inches occurred during the past 24 hours and continued moderate to heavy rain will cause more runoff. Precautionary/preparedness actions... Excessive runoff from heavy rainfall will cause elevated levels on small creeks and streams... and ponding of water in urban areas... highways... streets and underpasses as well as other poor drainage areas and low lying spots. Excessive runoff from heavy rainfall will cause elevated levels on small creeks and streams... and ponding of water on country roads and farmland along the banks of creeks and streams.
