After a devastating severe weather day in the Plains on Monday, severe weather is expected to fire up again across the nation's mid-section again on Tuesday.

The nearly stationary low over the Northern Plains will gradually weaken as it shifts eastward into the Midwest on Tuesday, while the system's associated cold front trails southwestward from the low across the Mid-Mississippi Valley through the Southern Plains. Favorable energy and conditions ahead of the cold front combined with the moisture laden conditions of the nation's mid-section will set the stage for multiple clusters of thunderstorms to develop from the Midwest into the Ozarks and the Southern Plains. Portions of northeastern Texas, extreme southeastern Oklahoma, central and southern Arkansas, and northwestern Louisiana are at moderate risk of severe thunderstorm activity as environmental conditions remain favorable for tornadoes, damaging wind gusts, and very large hail. Areas surrounding this moderate risk region from the parts of central and eastern Texas into the Upper Great Lakes are at slight risk of severe thunderstorm development with hail, damaging wind gusts, and isolated tornadoes.

Meanwhile, areas of heavy rain and widely scattered showers will continue near the low in the Northern Plains and Upper Mississippi Valley and near and to the north of a nearly stationary frontal boundary extending out ahead of the system from the Great Lakes into the Northeast. Continued precipitation in already saturated areas of the Northern Plains and Upper Midwest will maintain flood concerns from parts of North Dakota into northern Wisconsin.

Elsewhere, scattered showers and thunderstorms are expected to persist in the Mid-Atlantic and southeastern corner of the nation.

The NWS Storm Prediction Center has issued a

* Tornado Watch for portions of
eastern Arkansas
northeastern Louisiana
Missouri bootheel
northern Mississippi
western Tennessee

* effective this Tuesday afternoon and evening from 300 PM until
1000 PM CDT.

* Primary threats include...
several tornadoes possible
several large hail events with a few very large hail events to 2
    inches in diameter possible
several damaging wind gusts to 70 mph possible

The Tornado Watch area is approximately along and 90 statute
miles east and west of a line from 40 miles northeast of
Dyersburg Tennessee to 35 miles south southwest of Greenwood

Precautionary/preparedness actions...

Remember... a Tornado Watch means conditions are favorable for
tornadoes and severe thunderstorms in and close to the watch
area. Persons in these areas should be on the lookout for
threatening weather conditions and listen for later statements
and possible warnings.

Discussion... thunderstorm activity continues to slowly intensify
along an outflow boundary advancing toward the Mississippi River.
The intersection of this outflow boundary... with another outflow
boundary currently stalled/retreating northward toward the
Mississippi/Tennessee border could provide the focus for additional
development and upscale growth during the next few hours. An
increasingly organized severe mesoscale convective system appears
possible by early evening... perhaps preceded by isolated discrete
supercell development.

Aviation... tornadoes and a few severe thunderstorms with hail
surface and aloft to 2 inches. Extreme turbulence and surface
wind gusts to 60 knots. A few cumulonimbi with maximum tops to
500. Mean storm motion vector 24035.

The Flood Warning continues for
the Mississippi River below Osceola
* until Wednesday may 22.
* At 10 am Tuesday the stage was 29.6 feet.
* Minor flooding is occurring and minor flooding is forecast.
* Flood stage is 28.0 feet.
* At 30.0 feet... The Reach Coker Slough hunting Camp is flooded.
Crawford Road west just north of Fort Pillow State Park is going
under water. Houses are flooding along cold Creek Road. Four Mile
Road is flooding, and Champion Lake Road is being flooded by
Hatchie river backwater. High water has stopped grain barge loading
at Poinsett Rice and grain terminal. Flood water is flowing over
the bank onto farmland in the Craighead Point area inside the
levee. Highway 120 is flooded between O'Donnell Bend and the levee.

The National Weather Service in Memphis TN has issued a
* Flood Advisory for
the Mississippi River at Caruthersville
* from Tuesday may 21 until Saturday may 25.
* At 10 am Tuesday the stage was 32.0 feet.
* Flood stage is 32.0 feet.
* Forecast... the river will remain near 31.8 feet Tuesday may 21.
* At 32.0 feet... Mississippi River overbank flooding is occurring
across Highway 88 just north of Dee Webb Road. Extensive amounts of
Chickasaw National Wildlife Refuge are flooded. Sloughs at the
west end of Barr Road are beginning to backup into fields. Most
unprotected farmland in northwest Tennessee, southeast Missouri,
and northeast Arkansas is affected.
