occasionally heavy rain across northeast Tennessee and the eastern
mountains and foothills for the last several hours with rates of one
quarter to one half inch per hour. With the rainfall amounts of
around two inches or more the past 24 hours runoff will continue.
The rain should decrease by around sunrise.

Excessive runoff from heavy rainfall will cause elevated levels on
small creeks and streams... and ponding of water in urban areas...
highways... streets and underpasses as well as other poor drainage
areas and low lying spots.
