After an active severe weather pattern during the beginning of the week, cooler and relatively calmer weather conditions will return to much of the Central U.S. on Wednesday as the trough of low pressure impacting the region moves to the East. As the trough progresses, an associated low pressure system will reorganize near southern Lake Michigan and will continue northeastward across Michigan toward the Lower Great Lakes through Wednesday evening. Expect rain showers to continue across the Upper Midwest into areas of the inland Northeast throughout this transition. Meanwhile, the system's associated cold front will trail southwestward from the low across the Ohio and Tennessee Valleys through the Lower Mississippi Valley and into the Southern Plains. Favorable energy and environmental conditions ahead of the cold front combined with ample moisture from the Gulf of Mexico will set the stage for shower and thunderstorm activity through the day. Areas just east of the advancing cold front will experience the heaviest amounts of precipitation, with areas of flooding and flash flooding possible in parts of eastern Texas and Louisiana. As the cold front continues eastward, areas of the Lower Great Lakes into the Ohio and Tennessee Valleys are at slight risk of severe thunderstorm development through the evening. Severe storms in these regions may become capable of producing damaging wind gusts, marginally severe hail, and even a few tornadoes during the evening hours.

Elsewhere, scattered showers and thunderstorms will remain possible along the East Coast and in the Florida Peninsula. Out West, a cold trough of low pressure will become anchored over the Pacific Northwest, bringing cool, below normal temperatures to the Pacific Northwest and California, as well as scattered precipitation to the Northwest.

* Impact statement(s) - at 21.4 feet, new record flood (4/17/2006)

* Forecast... rise above flood stage by Thursday morning and continue
to rise to near 36.9 feet by Saturday.
* The river is forecast to crest at 36.9 on Saturday during
this 7-day period.
* The river is forecast to crest between 36 and 38 feet
later this week.
* Impact statement(s) - at 38.0 feet, moderate flood stage.

The National Weather Service in Grand Forks has issued a

* Flood Warning for...
eastern Cavalier County in northeast North Dakota...
Pembina County in northeast North Dakota...
Walsh County in northeast North Dakota...

* until 300 PM CDT Thursday

* runoff from the excessive rainfall of the past 3 days will
continue to cause widespread overland flooding from central Walsh
County into western Pembina and far eastern Cavalier counties.

* Public and emergency managers reported between 5.50 and 9.50 inches
of rain has fallen along the Escarpment from Park River to Walhalla.

* Areas impacted include Edinburgh..Park River... Hoople... Crystal...
Cavalier... mountain... Walhalla... Milton and Olga.

Precautionary/preparedness actions...

Turn around dont drown. Avoid driving on flooded roads. Most flood
related deaths occur in automobiles.

Be especially cautious at night when it is harder to recognize the
dangers of flooding. If flash flooding is observed act quickly. Do
not enter the water. Turn around and move up to higher ground to
escape flood waters. Do not stay in areas subject to flooding when
water begins rising.

... Flash Flood Watch remains in effect through Wednesday
afternoon...

The Flash Flood Watch continues for

* a portion of northeast North Dakota... including the following
areas in Pembina County along The Tongue river downstream of the
Renwick dam... Akra... Cavalier and Bathgate.

* Through Wednesday afternoon

* water remains very high at the Renwick dam and is being held
back by a constructed earthen levee on top of the dam structure.
Officials continue to monitor the dam and the new Clay levee for
any erosion.

* There are several retention dams to the west of the Renwick
dam... and with the large amount of water in the area these dams
have a high potential of failing. If one of these older dams to
the west did fail... the temporary levee on top of the Renwick
dam would no longer be able to hold back water... and major
flooding would be imminent for the cities of
Akra... Cavalier... and Bathgate.

* Pembina County emergency management anticipates a possible
breach within the next 12 hours... and have ordered a mandatory
evacuation for the area immediately downstream of the Renwick
dam... including the city of Cavalier.

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.

You should monitor later forecasts and be prepared to take action
should flash flood warnings be issued.
