... A Flash Flood Warning remains in effect until 145 PM EST for
Warren... Halifax... northeastern Franklin... northeastern Nash and
Edgecombe counties...

At 1050 am EST... National Weather Service Doppler radar continued to
indicate areas of moderate rain over the warned area. Although
rainfall rates have decreased over the past hour... bands of heavier
rain just to the east of Halifax and Edgecombe counties will
continue to move to the northwest across the northern coastal
plain.

Law enforcement have already reported high water along creeks
flowing into the Roanoke River in northeast Halifax County... and
patch rubber Road in Weldon has been closed due to high water.
Persistent rainfall into swollen streams and saturated soils will
continue the risk of flash flooding through early afternoon today.

Locations in the warning include but are not limited to Warrenton...
Roanoke Rapids... Norlina... Littleton and Halifax

Precautionary/preparedness actions...

Most flood deaths occur in automobiles. Never drive your vehicle into
areas where the water covers the roadway. Flood waters are usually
deeper than they appear. Just one foot of flowing water is powerful
enough to sweep vehicles off the Road. When encountering flooded
roads make the smart choice... turn around... dont drown.

To report flooding... have the nearest law enforcement agency relay
your report to the National Weather Service forecast office in
Raleigh.

The Flash Flood Watch continues for

* a portion of central North Carolina... including the following
areas... Durham... Edgecombe... Franklin... Granville... Halifax...
Nash... Orange... person... Vance... wake... Warren and Wilson.

* Until 9 PM EST this evening

* moderate rain will persist over sections of the northern coastal
plain and far northeast Piedmont this afternoon and into the
early evening hours. Rainfall amounts up to an inch and an inch
and a quarter have occurred near Roanoke Rapids and Warrenton
between 6 am and 10 am. This has resulted in a few Road closures
in Halifax County due to high water with a few reports of creeks
and streams well out of their banks in Halifax County. An
additional inch of rain is possible this afternoon through early
evening. With the ground already saturated from the widespread 3
to 5 inches of rain that has fallen during the past 48 hours... any
additional rainfall will runoff causing flooding.

* Additional rainfall today may produce flooding along flood prone
creeks and streams... especially in urban areas across the
Piedmont and northern and coastal plain.

Precautionary/preparedness actions...

Most flash flood deaths occur in vehicles. Do not drive into
areas where water covers the roadway... and never drive around
police barricades. Rising water can rapidly engulf a vehicle and
its occupants. If your vehicle stalls in water... abandon it
immediately... and seek higher ground. Be especially cautious at
night since it is harder to recognize the dangerous of flooding.

Flooding is a very dangerous situation. People are urged to
monitor forecasts and conditions... and be prepared to take
action should flash flood warnings be issued.

northeastern Nash County in central North Carolina...
Warren County in central North Carolina...

northeastern Wilson County in central North Carolina...

* until 230 PM EST Thursday

* at 826 am EST... National Weather Service Doppler radar showed
persistent and steady rainfall over the northern coastal plain of
North Carolina. As much 3 to 5 inches of rain has fallen in this
area over the past 24 hours... and many creeks and streams are
already running at high levels. In addition... soils are also
saturated from the heavy rain... and any additional rainfall will
cause minor flooding of small streams and poor drainage
areas... especially in more urbanized areas.

Precautionary/preparedness actions...

Small creeks and streams will rapidly flood... possibly washing out
roads and flooding nearby areas. Those living in flood prone areas or
near flooding creeks and stream should move to higher ground
immediately.

A Wind Advisory remains in effect until 6 am EST Friday.

Gusty winds combined with saturated soils from recent heavy
rainfall will lead to downed trees and scattered power outages
today... similar to what was reported across central North
Carolina on Wednesday. Wind gusts between 30 and 40 mph will be
common with infrequent gusts around 45 mph.

Precautionary/preparedness actions...

A Wind Advisory means that sustained winds of 31 to 39 mph or
gusts above 45 mph are expected. Winds this strong can make
driving difficult... especially for high profile vehicles. Drivers
should use extra caution. Be alert for possible branches and
other tree debris in the roadway.
