Weather Underground Forecast for Monday, May 20, 2013.

Heavy rains and severe thunderstorm activity will continue for areas of the Plains into the Midwest on Monday as a broad, nearly stationary low sits over the Northern Plains. As the system lingers, ample moisture and energy will stream northward from the Gulf of Mexico, while an associated cold front extends from the low into Iowa and back across the Central and Southern Plains. The sharpening cold front combined with a dry line in the Southern Plains and the moisture laden conditions of the region will allow for multiple clusters of thunderstorms to develop across the Plains and into the Mid-Mississippi Valley. Portions of Oklahoma, southeastern Kansas, extreme, northwestern Arkansas, an southwestern Missouri are at moderate risk of severe thunderstorm activity as environmental conditions remain favorable for strong tornadoes, damaging wind gusts, and very large hail. Areas surrounding this moderate risk region from the parts of the southwestern Texas into the Upper Great Lakes are at slight risk of severe thunderstorm development with hail and isolated tornadoes.

Meanwhile, areas of heavy rain and widely scattered showers will persist near the low and it's associated warm front in portions of the north-central U.S. Continued precipitation in these already saturate areas combined with rapid runoff will continue flood concerns from parts of North Dakota into northwestern Wisconsin.

Elsewhere, scattered showers and thunderstorms are expected in the Mid-Atlantic and southeastern corner of the nation as a weak upper trough of low pressure drops southward over the region. Locally heavy rain amounts of up to 2 inches may result in areas of minor flooding, especially in poor drainage areas. To the north, additional showers will be possible in the Northeast.

this week will highlight relevant weather... and safety specific
public service announcements... for the recreational boating public.

Todays topic is emergency position indicating radio beacons.

The cospas-sarsat system is an international satellite-based search
and Rescue system used to locate emergency radio beacons
transmitting on a frequency of 406 mhz. Since 1982... the
cospas-sarsat system has been instrumental in the Rescue of over
30,000 individuals worldwide and more than 6,700 individuals in the
United States. Within the United States... the National oceanic and
atmospheric administration is the lead representative to the
cospas-sarsat organization.

Emergency position indicating radio beacons... or epirbs... are a type
of emergency radio Beacon developed for use in marine environments.
Other types of emergency radio beacons such as personal locator
beacons are available for different applications... however their
effectiveness can be compromised when used in the marine
environment. 406 mhz epirbs are divided into two categories.
Category I epirbs are activated automatically or may be activated
manually. Category ii epirbs can only be activated manually. Either
of these two types of epirbs may be equipped with GPS which will
help Rescue forces locate you more quickly. An epirb often serves as
the last line of defense when disaster strikes. All types of epirbs
are becoming increasingly affordable and all mariners should
investigate procuring one, especially those operating in harsh
environments or offshore areas.

Once your Purchase is made... make sure that you Register your
epirb which is mandatory. The information you provide on your
registration may help Rescue forces find you faster in an emergency.
This information also allows Rescue coordination center personnel to
determine if a distress alert is real or false and prevent the
needless dispatch of Rescue forces to locate a false alert. You may
