* at 1030 am EST... Doppler radar continued to show bands of heavy
showers lifting north over the region. Additional rainfall amounts
of 1 to 2 inches can be expected in spots. This rain on top of the 3
to 6 inches that has already occurred will lead to flooding of low
lying and poor drainage areas.

Precautionary/preparedness actions...

Do not drive your vehicle into areas where the water covers the
roadway. The water depth may be too great to allow your car to cross
safely. Move to higher ground.

The Flood Watch is now in effect for

* a portion of eastern North Carolina... including the following
areas... Mainland Dare... Mainland Hyde... Tyrrell and Washington.

* Until 4 PM EST this afternoon

* widespread rain will continue this morning as low pressure moves
slowly northeast along the coast. Additional rainfall amounts 2
to 3 inches are expected into the afternoon... with the highest
amounts near the coast. This additional rain on top of the 3 to 6
inches that has already fallen will lead to significant
runoff... with flooding of low lying and poor drainage areas
continuing to be possible.


Precautionary/preparedness actions...

A Flood Watch means there is a potential for flooding based on
current forecasts.

You should monitor later forecasts and be alert for possible
flood warnings. Those living in areas prone to flooding should be
prepared to take action should flooding develop.

A Wind Advisory remains in effect until 7 PM EST this evening.

An area of low pressure will move northeast across the coastal
waters of North Carolina through tonight. At the same time high
pressure will continue over New England. The pressure gradient in
between these two features will result in strong northeast winds
across the area. Winds will subside tonight through Saturday as
the low moves east of the region.

Precautionary/preparedness actions...

A Wind Advisory means that winds of 31 to 39 mph with higher
gusts are expected. Winds this strong can make driving
difficult... especially for high profile vehicles. Use extra
caution.
