* at 340 am EST... National Weather Service radar indicated an area
of moderate to heavy rain will move north across the eastern upstate
of South Carolina and then over the Piedmont of North Carolina.
Rainfall amounts in the last 18 hours have generally ranged between
1.5 and 2.0 inches. The incoming rainfall rates will be around 1/4
to 1/2 inch per hour and a slow eastward progression of the
precipitation is expected during the next several hours... leading to
possible small stream and creek flooding.
Low lying areas and poorly drained areas will be most at risk for
deep ponding of water. Also... with many leaves fallen from the
trees... areas not normally susceptible to high water rises could
experience flooding due to blocked drainage from the abundant
leaves. Areas around the Charlotte Metro area are known to have
quick rises in stream and creek levels with generally 2 inches of
rain needed in a relatively short amount of time. This area should
be watched for possibly quick flood development.
Precautionary/preparedness actions...
Runoff from heavy rainfall will cause elevated levels on small creeks
and streams... and ponding of water in urban areas... highways...
streets and underpasses as well as other poor drainage areas and low
lying spots.
Be especially cautious at night when it is harder to recognize the
dangers of floods. Be prepared to move up to higher ground should
flooding develop. Do not stay in areas subject to flooding when water
begins rising.

* moisture associated with the remnants of Tropical Storm Ida will
cause rain to persist across the watch area through tonight.
Additional rainfall amounts of 2 to 3 inches are likely through
tonight... resulting in storm total accumulations of 3 to 5
inches... with locally higher amounts in excess of 6 inches
likely.
* The expected rainfall may cause flooding of smaller creeks and
streams... although minor flooding along main Stem rivers cannot
be ruled out. In addition... significant poor drainage flooding
may develop in urban locations... including the Charlotte Metro
area.

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.
You should monitor later forecasts and be prepared to take action
should flash flood warnings be issued.

* at 304 am EST... National Weather Service radar indicated that an
area of moderate to heavy rain will spread northward into portions
of the North Carolina mountains... foothills... and Piedmont. One to
three inches of rain has already fallen across these areas in the
past 24 hours... and an additional inch of rain will be possible
through sunrise.
* Deep ponding of water in low lying and poor drainage areas can be
expected... especially along roadways and urban areas... through the
remainder of the morning. This includes locations along and near
Highway 74 and Interstate 40... from Marion to Morganton and Lenoir.
Also... steady rises can be expected in area creeks and streams... and
some of these may approach bankfull through daybreak.
Precautionary/preparedness actions...
Be especially cautious at night when it is harder to recognize the
dangers of floods. Be prepared to move up to higher ground should
flooding develop. Do not stay in areas subject to flooding when water
begins rising.
Do not drive your vehicle into areas where the water covers the
roadway. The water depth may be too great to allow your car to cross
safely. Move to higher ground.
