Weather Underground Forecast for Monday, May 20, 2013.

Heavy rains and severe thunderstorm activity will continue for areas of the Plains into the Midwest on Monday as a broad, nearly stationary low sits over the Northern Plains. As the system lingers, ample moisture and energy will stream northward from the Gulf of Mexico, while an associated cold front extends from the low into Iowa and back across the Central and Southern Plains. The sharpening cold front combined with a dry line in the Southern Plains and the moisture laden conditions of the region will allow for multiple clusters of thunderstorms to develop across the Plains and into the Mid-Mississippi Valley. Portions of Oklahoma, southeastern Kansas, extreme, northwestern Arkansas, an southwestern Missouri are at moderate risk of severe thunderstorm activity as environmental conditions remain favorable for strong tornadoes, damaging wind gusts, and very large hail. Areas surrounding this moderate risk region from the parts of the southwestern Texas into the Upper Great Lakes are at slight risk of severe thunderstorm development with hail and isolated tornadoes.

Meanwhile, areas of heavy rain and widely scattered showers will persist near the low and it's associated warm front in portions of the north-central U.S. Continued precipitation in these already saturate areas combined with rapid runoff will continue flood concerns from parts of North Dakota into northwestern Wisconsin.

Elsewhere, scattered showers and thunderstorms are expected in the Mid-Atlantic and southeastern corner of the nation as a weak upper trough of low pressure drops southward over the region. Locally heavy rain amounts of up to 2 inches may result in areas of minor flooding, especially in poor drainage areas. To the north, additional showers will be possible in the Northeast.

The National Weather Service in Billings has issued a

* Flood Advisory for...
extreme west central Big Horn County in south central Montana...
southwestern Yellowstone County in south central Montana...

* until 630 PM MDT Tuesday

* up to 4 inches of rain has fallen since Saturday morning along the
northern slopes of the Pryor Mountains. This rainfall will cause
rises on Pryor creek and its tributaries over the next couple of
days. Some minor low land flooding is possible along Pryor creek
from the town of Pryor to its confluence with the Yellowstone
river at Huntley.

* Residents in these areas are urged to prepare for rising water
levels.

Additional rainfall of 1 to 2 inches is expected over the area
tonight through Monday.

Precautionary/preparedness actions...

Most flood deaths occur in automobiles. Never drive your vehicle into
areas where the water covers the roadway. Flood waters are usually
deeper than they appear. Just one foot of flowing water is powerful
enough to sweep vehicles off the Road. When encountering flooded
roads make the smart choice... turn around... dont drown.

To report flooding... have the nearest law enforcement agency relay
your report to the National Weather Service forecast office.

... Flash Flood Watch in effect through late Monday night for the
burn areas of south central and southeast Montana...

The National Weather Service in Billings has issued a

* Flash Flood Watch for portions of central Montana... south
central Montana and southeast Montana... including the
following counties... in central Montana... Musselshell. In
south central Montana... Big Horn. In southeast Montana...
Carter... Powder River... Rosebud and Treasure.

* Through late Monday night

* moderate to heavy rainfall is expected today through Monday
night. It only takes a half inch of rain in a short period of
time to cause flash flooding and debris flows in and downstream
of areas affected by wildfires.

* The areas at risk are within... downstream or downslope of burn
areas from the wildfires which occurred last year. This includes
the Dahl... Wilson... Delphia... Sarpy hill... Coal seam...
chalky... Sand Creek... Ash Creek... Taylor... Dutch... and Dugan
fires.

Precautionary/preparedness actions...

Flash flooding and debris flows are very dangerous. Be aware of
your environment. Be prepared to take action on short notice if
heavy rainfall occurs. Because flash floods in these areas occur
so quickly... do not wait for a warning to take action.
