Wet and unsettled weather continued for parts of the East and South on Tuesday as a cold front dropped southeastward across the Midwest and Northeast and reinforced another frontal boundary extending from southern New England through the Southern Plains. Rain and thunderstorm activity developed ahead the advancing cold front in parts of the Ohio Valley into New England, while a cooler airmass followed behind the cold front and led to cooler daytimes highs in the Upper Great Lakes and Northeast. Areas of scattered showers and thunderstorms developed near and to the south of the main frontal disturbance from the Mid-Atlantic and Southeast through the Central and Southern Plains. The Storm Prediction Center issued a slight risk of severe thunderstorms for parts of the lower Ohio Valley and eastern and central Carolinas through the afternoon and evenings. Areas of the Ohio Valley were at primary risks of damaging wind gusts and hail, while areas of the Carolinas remained at risk of damaging wind gusts.

Meanwhile, behind this activity impulses from from the West enhanced precipitation and thunderstorm activity in the High Plains and created the potential for strong to severe thunderstorms for a large part of the region. The Storm Prediction Center issued a slight risk of severe thunderstorm development from this afternoon through tonight with threats of hail and damaging wind gusts.

Elsewhere, an upper level low located off the Pacific Northwest coast brought progressively better chances for showers and thunderstorm activity to the Northwest. The Storm Prediction Center issued a slight risk of severe thunderstorm development for the Northern Rockies with hail and damaging wind gusts possible from this afternoon through tonight.

The Flood Warning continues for the Mississippi River at Cape Girardeau
* until further notice.
* At 10 am Tuesday the stage was 35.8 feet.
* Flood stage is 32.0 feet.
* Minor flooding is occurring and minor flooding is forecast.
* Forecast... the river will rise near 35.9 feet by this
afternoon. Additional rises may be possible thereafter.
* Impact... at 36.0 feet... the flood gate on Themis street closes.

... Safety rules for severe thunderstorms - for media to broadcast...

a Severe Thunderstorm Watch has been issued by the National Weather
Service for portions of southeast Illinois and southwest Indiana.
The following safety tips are being provided in hope that the
broadcast media will frequently broadcast these messages while the
watch affects their area.

A Severe Thunderstorm Watch means conditions are favorable for the
development of severe thunderstorms in and close to the watch area.
If you are in the watch area... keep up to date of the latest weather
information. These storms can develop rapidly so there may be
occasions when advance warning is not possible.

A Severe Thunderstorm Warning means a severe thunderstorm has been
observed or indicated by radar. If you are in the path or near the
storm... take immediate actions to protect life and property. Follow
these safety rules:

1) in open country... you should seek shelter and avoid trees which
can be targets for lightning. If there is no shelter... go to a ditch
or culvert but beware of rising water which can cause flooding.

2) when indoors... stay away from outside walls and windows and go to
an interior room on the lowest level. Avoid using electrical
appliances while the storm is nearby.

3) in Mobile homes... you should leave and seek nearby safe shelter.

4) if swimming or on a boat... you should get to shore as quickly as
possible and find shelter.

A thunderstorm is considered severe when it contains 3/4 inch or
larger diameter size hail and/or wind gusts of 58 miles an hour or
greater. A severe thunderstorm also produces deadly lightning and
very heavy rain which can lead to flash flooding.

Remember... with any severe thunderstorm there is always the
possibility of tornadoes.
