Heavy rains and severe thunderstorm activity continued for the Plains on Sunday as a broad low trekked slowly across the Northern Plains. As the system progressed, counter-clockwise flow associated with the system pulled ample moisture and energy northward from the Gulf of Mexico, while an associated cold front reached southward from the system across the Central Plains. Forcing from the cold front combined with a dry line in the Southern Plains and the moisture laden conditions of the region allowed for multiple clusters of thunderstorms to continue from Saturday night through Sunday morning. Portions of eastern Kansas, western Missouri, and central/eastern Oklahoma remained at moderate risk of severe thunderstorm activity through the afternoon and evening as environmental conditions remained favorable for strong tornadoes, damaging wind gusts, and very large hail. Areas surrounding this moderate risk region from the parts of the Southern Plains into the Upper Mississippi Valley were at slight risk of severe thunderstorm development. While hail and damaging winds were the main threats of severe weather in these regions, a few tornadoes were also possible.

Meanwhile, heavy rains continued across the north-central U.S., while moderate to strong instability kicked up scattered thunderstorms and showers in the southeastern corner of the nation. Areas of eastern Montana through eastern Minnesota and parts of western Wisconsin remained under Flash Flood Watches and Warnings through the afternoon due to moderate to heavy rain and areas of rapid runoff. Flash Flood Warnings and various Flood Watches Warnings were also issued for parts of northern Georgia and eastern Alabama as intense rainfall amounts of 2 to 3 inches fell in one hour. In addition to heavy rain totals, hail and damaging wind gusts were possible with stronger storms in the southeastern corner of the nation.

Elsewhere, isolated to scattered showers and areas of thunderstorms developed across portions of the Mid-Atlantic and Northeast as a long warm front associated with this system reached across the Great Lakes into the Mid-Atlantic and humid conditions spread northward.

The storm which prompted the warning has weakened below severe
limits... and no longer poses an immediate threat to life or property.

The National Weather Service in Topeka has issued a

* Severe Thunderstorm Warning for...
Jackson County in northeast Kansas...

* until 545 PM CDT

* at 456 PM CDT... a severe thunderstorm was located near Potawatomi
reservation... and moving northeast at 35 mph.

Hazard... half dollar size hail and 60 mph wind gusts.

Source... radar indicated.

Impact... hail damage to vehicles and crops is expected. Expect wind
           damage to roofs... siding and trees.

* Locations impacted include...
Holton... Denison... Netawaka and Whiting.

Precautionary/preparedness actions...

A Tornado Watch remains in effect for the warned area. Tornadoes can
develop quickly from severe thunderstorms. Although one is not
immediately likely... if a tornado is spotted... act quickly and move
to a place of safety inside a sturdy structure... such as a basement
or small interior room.

For your protection move to an interior room on the lowest floor of a
building.

A severe weather watch has been issued by the National Weather
Service in Topeka for a portion of Kansas. In the interest of public
safety... the following safety information is provided.

A watch means conditions are favorable for severe weather development
within in the watch area. There is no cause for immediate concern... and you may
go about your normal business. Stay informed of the weather situation.
Know your County... nearby cities... and local landmarks whether at home
or if you are on the Road. Listen to weather radio or local media for updated
weather information.

A warning means a severe thunderstorm or tornado has been observed
or is indicated by Doppler weather radar. If a warning is issued for your
location... immedieately put your emergency safety plan into action.

... Severe thunderstorms may produce...

Strong damaging winds... damaging downburst winds associated with a
severe thunderstorm will be greater than 60mph. Go indoors or into a
basement or storm shelter and stay away from windows.

Large hail... destructive hail associated with a severe thunderstorm will be
greater than one inch in diameter. Go indoors or into a basement and stay
away from windows.

Heavy rain... heavy rain may produce flash flooding quickly. Avoid low lying
and poor drainage areas. Be cautious when driving at night as roads could be
washed out. Turn around... dont drown.

Deadly lightning... lightning is an underrated killer. When lightning
threatens... get indoors and away from windows... stay away trees or towers...
and avoid lakes and boats

Tornadoes... tornadoes are natures most violent storms. The best
shelters are a basement or underground storm shelter... on the lowest floor
in the middle of the building... or in an interior hallway or designated shelter
area. Avoid windows... Mobile homes... and large open spaces like a gymnasium
or auditorium. If on the Road... drive to find safe shelter. As a last resort either
abandon vehicles and get into a ditch or stay belted in your vehicle crouched
below the window line.

Again... stay informed of the weather situation. Know your County... nearby
cities... and local landmarks whether at home or on the Road.
