After an active severe weather pattern during the beginning of the week, cooler and relatively calmer weather conditions will return to much of the Central U.S. on Wednesday as the trough of low pressure impacting the region moves to the East. As the trough progresses, an associated low pressure system will reorganize near southern Lake Michigan and will continue northeastward across Michigan toward the Lower Great Lakes through Wednesday evening. Expect rain showers to continue across the Upper Midwest into areas of the inland Northeast throughout this transition. Meanwhile, the system's associated cold front will trail southwestward from the low across the Ohio and Tennessee Valleys through the Lower Mississippi Valley and into the Southern Plains. Favorable energy and environmental conditions ahead of the cold front combined with ample moisture from the Gulf of Mexico will set the stage for shower and thunderstorm activity through the day. Areas just east of the advancing cold front will experience the heaviest amounts of precipitation, with areas of flooding and flash flooding possible in parts of eastern Texas and Louisiana. As the cold front continues eastward, areas of the Lower Great Lakes into the Ohio and Tennessee Valleys are at slight risk of severe thunderstorm development through the evening. Severe storms in these regions may become capable of producing damaging wind gusts, marginally severe hail, and even a few tornadoes during the evening hours.

Elsewhere, scattered showers and thunderstorms will remain possible along the East Coast and in the Florida Peninsula. Out West, a cold trough of low pressure will become anchored over the Pacific Northwest, bringing cool, below normal temperatures to the Pacific Northwest and California, as well as scattered precipitation to the Northwest.

Areal Flood Advisory

... Urban and Small Stream Flood Advisory remains in effect for north
central Cook and northeastern dupage counties until 330 PM CDT...

At 156 PM CDT... National Weather Service Doppler radar indicated
that thunderstorms with very heavy rainfall have moved out of the
the advisory area. However... Doppler radar estimates that between 1
and 1.5 inches of rain fell across portions of the area within about
a 2 hour period. Runoff from this activity could continue to lead to
some minor flooding of small streams and ponding of water on area
roads for the next hour or two. Conditions should rapidly improve
through the afternoon.

Runoff from this excessive rainfall will cause minor flooding to
occur. Some locations that will experience flooding include eastern
dupage and northern Cook.


Precautionary/preparedness actions...

Excessive runoff from this storm will cause elevated levels on small
creeks and streams... ponding of water on roads... urban areas...
highways... underpasses and low lying areas.

... Hypothermia...

The following is a safe boating message from the National safe
boating Council and the National Weather Service.

After a long winter... thoughts naturally turn toward warm weather
recreational activities. Unseasonably warm afternoons of the Spring
frequently attract boaters and other recreational enthusiasts to our
beautiful lakes... rivers... streams and coastal waters.

Those venturing out need to be aware of the dangers posed by low
water temperatures. On warm days... it is easy to Overlook the fact
that water temperature may be much lower than the air temperature.
Furthermore... some rivers and streams are fed by cold runoff from
the melting of snow upstream.

Immersion in cold water can rapidly become life threatening. Should
your craft capsize... or you fall in a swift river... hypothermia in
water with temperatures in the upper 30s and 40s can occur in just a
matter of minutes. In fact... the human body cannot survive in water
temperatures in the 50s and 60s for very long as water conducts body
heat away 26 times faster than air of the same temperature. The cold
water rapidly causes extremities to become numb... weakening the
ability of muscles to work effectively.

The National Weather Service urges the following safety measures to
protect yourself and maximize your enjoyment of our nations
waterways.

Consider postponing small craft boating activities until water
temperatures become warmer in late Spring and Summer. Keep in mind
that even unseasonably warm air temperatures on mild Spring and fall
afternoons can drop rapidly later in the day.

When you do boat... canoe... or kayak... wear appropriate protective
gear and clothing in the event of exposure... accident or capsize.
Remember no matter the season... when you are on the water always
wear a life jacket.

Always file a float plan... letting a close family member or friend
know your plans... your boats communication capability... and the
physical details of your craft... all of which will assist Rescue
personnel in the event you get into trouble.

Safe boating is no accident. Please take the time to think safety
first and plan appropriately for weather and water conditions before
heading out on our oceans... lakes... rivers... and streams.
