* Urban and Small Stream Flood Advisory for rain and melting snow in... Spokane County in eastern Washington... this includes the cities of... Spokane... Cheney... Kootenai County in the Panhandle of Idaho... this includes the cities of... Rathdrum... Post Falls... Coeur D'Alene...
* until 815 PM PST Wednesday

Storm drains are likely to remain clogged with ice and snow from the snowfall of Monday night and Tuesday through at least the next 24 hours. Snow melt will continue through this time... and without effective drainage... street flooding is likely to persist in urban areas. Additionally... as temperatures rise in areas that have seen more snow and ice through Tuesday evening... such as north Spokane and the Coeur D'Alene area... street flooding will also become common in these areas as well.
Precautionary/preparedness actions...
Excessive runoff from heavy rainfall will cause ponding of water in urban areas... highways... streets and underpasses as well as other poor drainage areas and low lying spots.
