Severe storms developed over the Southern Plains from northern Texas through northern Oklahoma on Thursday. A trough of low pressure lingered over the region, which pulled moisture and energy in from the Gulf of Mexico. This allowed for showers and thunderstorms to develop in these areas, some of which turned severe with large hail, damaging winds, and periods of heavy rainfall. A brief tornado was reported near Cedar Hill, Texas. Hail 2.5 inches in diameter was reported near Davis, Oklahoma and 65 mph winds were reported at Newcastle and Dickson, Oklahoma. Rainfall totals varied over 2 inches with this system. Oklahoma City reported a mid-day total of 2.92 inches of rain.

Meanwhile in the East, a trough of low pressure over the East Coast allowed for a strong cold front to stretch from the Northeast through the Eastern Valleys. Moisture ahead of this front allowed for showers to develop from the Carolinas through Maine, with some areas of thunderstorms. There was a slight chance that these storms would turn severe from Virginia through New Hampshire, but severe storms have not developed.

Meanwhile Out West, a low pressure system mover the Rockies maintained widespread showers across the Pacific Northwest and Northern Rockies. Strong winds developed ahead of this system from eastern Montana through western Colorado. Gillette, Wyoming reported maximum winds up to 56 mph.

The National Weather Service in Albany has issued a

* Flood Warning for
the Still River at Brookfield.
* From this evening until further notice.
* At 6 PM Thursday the stage was... 9.4 feet.
* Flood stage is 12 feet.
* Minor flooding is forecast.
* Forecast... the river is forecast to rise above flood stage by 11 PM
Thursday and continue to rise to near 13.3 feet by 3 am Saturday.
* Impact... at 14 feet... the river begins to flood roads and parking
lots.

Litchfield County in northern Connecticut...

* until 115 am EDT Friday

* at 700 PM EDT... National Weather Service Doppler radar indicated
flash flooding from thunderstorms over the warned area. More
showers and thunderstorms will train across the warned
area overnight. Additional rainfall amounts of 1 to 2 inches can
be expected which will be enough to produce flash flooding.

* Locations in the warning include but are not limited to Winsted...
Sharon... Norfolk... New Hartford... Litchfield... Kent... Falls
Village... Cornwall Bridge... Canaan... Millerton... Millbrook... Dover
Plains and Amenia

Precautionary/preparedness actions...

Excessive runoff from heavy rainfall will cause flooding of small
creeks and streams... highways and underpasses. Additionally... country
roads and farmlands along the banks of creeks... streams and other low
lying areas are subject to flooding.

Most flood deaths occur in automobiles. Never drive your vehicle into
areas where the water covers the roadway. Flood waters are usually
deeper than they appear. Just one foot of flowing water is powerful
enough to sweep vehicles off the Road. When encountering flooded
roads make the smart choice... turn around... dont drown.

The National Weather Service in Albany has expanded the

* Flash Flood Watch to include portions of northwestern
Connecticut... western Massachusetts and east central New
York... including the following areas... in northwestern
Connecticut... northern Litchfield and southern Litchfield. In
western Massachusetts... northern Berkshire and southern
Berkshire. In east central New York... eastern Columbia...
eastern Dutchess... eastern Greene... eastern Ulster... western
Columbia... western Dutchess... western Greene and western
Ulster.

* Through Friday morning

* a strong cold front is expected to track across the region
through tonight. Bands of showers and thunderstorms with very
heavy rain are expected. The bands of showers and thunderstorms
should track slowly east through eastern New York and western
New England through tonight. The ground across the area is wet
from heavy rain this afternoon and the past few days. Many areas
should see 1 to 2 inches of rain through tonight... but localized
amounts of 2 to 4 inches are possible.

* These rainfall amounts could cause significant standing water
on roadways and low spots in hilly terrain... along with the
potential for flash flooding.

Precautionary/preparedness actions...

A Flash Flood Watch means there is a potential for flooding based
on current forecasts.

You should monitor later forecasts and be alert for possible
flash flood warnings. Those living in areas prone to flooding
should be prepared to take action should flooding develop.
