Weather Underground Forecast for Monday, February 13, 2012.

The trough of low pressure that brought unsettled weather to the West on Sunday will advance into the Plains on Monday with more mixed precipitation. The trough will support a low and associated warm front moving eastward into the Southern Plains. As the system progresses, rain showers with periods of heavy rain and isolated thunderstorms will spread from parts of central/eastern Texas into western Louisiana, mixed precipitation will develop in parts of Oklahoma and Arkansas, and snow will blanket parts of the Central Plains, Mid-Mississippi Valley, and parts of the western Ohio Valley. Areas from eastern Texas through Arkansas should expect the heaviest precipitation totals. Heightened winter weather conditions will allow Winter Weather Advisories and a few Winter Storm Warnings to remain in effect through the day. Elsewhere east of the Continental Divide, lake-effect snow showers will continue along parts of the Lower Great Lakes Snowbelt.

In the West, a Pacific cold front pushing across the Pacific Northwest will drop southward across northern California, bringing coastal and valley rain and significant snowfall to the Sierra Nevadas.

... Winter Weather Advisory remains in effect until 4 PM PST
Monday above 3000 feet...

A Winter Weather Advisory above 3000 feet remains in effect until
4 PM PST Monday.

* Snow accumulations: snowfall accumulations of 3 to 6 inches
above 4000 feet and 6 to 12 inches above 5500 feet.

* Elevation: snow levels near 4000 feet dropping to 2500 to 3000
feet Monday morning. Snow accumulation of 3 to 4 inches is
possible around 3500 feet... with lessor amounts down to around
2500 feet.

* Timing: snow will becoming heavier at times overnight into
Monday morning. Precipitation will become more showery Monday
afternoon.

* Locations include: Chester... Quincy... Lassen National Park...
Blue Canyon... Downieville... Interstate 80 from around Baxter
to Donner Summit... and higher elevations of highways 4...
36... 50... 70... 88... 89... 108.

* Impacts: travel delays possible as a result of hazardous
driving conditions. Chain controls will likely be needed for
trans-Sierra roadways.

Precautionary/preparedness actions...

A Winter Weather Advisory for snow means that periods of snow
will cause primarily travel difficulties. Be prepared for snow
covered roads and limited visibilities... and use caution while
driving.





Areal Flood Advisory
Mobile & Email Alerts Statement as of 1:04 AM PST on February 13, 2012

The National Weather Service in Sacramento has issued an

* Urban and Small Stream Flood Advisory for...
central Tehama County in northern California...
this includes the cities of... Red Bluff... Corning...

* until 400 am PST

* at 12:56 am PST and enhanced area of rainfall had develop from
near Dairyville and extends to the southwest to just south of Red
Bluff to a couple of mile north of Henleyville. The band of rainfall
was producing between one half and three quarters of and inch in
about a half hour period.

This area was slowly moving to the south and east and is expected to
impact the communities of Henleyville... Corning and Los Molinos.
Rainfall rates of this intensity will likely cause some flooding of
low lying locations.


Precautionary/preparedness actions...

Excessive runoff from heavy rainfall will cause elevated levels on
small creeks and streams... and ponding of water on country roads and
farmland along the banks of creeks and streams.

In hilly terrain low water crossings can become potentially
dangerous in heavy rain. Do not attempt to travel across flooded
roads. Find alternate routes. It takes only a few inches of swiftly
flowing water to carry vehicles away.
