Expect more severe showers and thunderstorms to develop over the High Plains again on Sunday, stretching into the Central Plains and Mississippi River Valley. A low pressure system continues spinning over the region as is slowly moves off the Rockies and into the Plains. Flow around this system will continue to create a warm front that stretches from eastern Montana through Nebraska and into the Mid-Mississippi River Valley. The heaviest rainfall and strongest storms are most likely to develop from southeastern Montana and northeastern Wyoming through northeastern Nebraska, moving into western Iowa Sunday night. These areas may see large hail and isolated tornadoes. Another region of heavy rainfall with scattered thunderstorms will develop just east of this system, starting the day over Iowa and Illinois, moving eastward into the Midwest and Lower Ohio River Valley by Sunday night.

In the Southern Plains, heavy rainfall will continue winding down on Sunday for Texas. However, the combination of onshore flow from the Gulf of Mexico and a wave of low pressure will continue triggering rain showers from southern Texas through Oklahoma. This will allow for flooding to remain a concern, especially for the San Antonio area.

Out West, a trough of low pressure moves over the Pacific Northwest, bringing scattered showers to Washington and Oregon on Sunday. Some moisture from this system will reach into northern California and northern Nevada, bringing a few light rain showers Sunday afternoon into Monday.

A Wind Advisory remains in effect from 4 PM Sunday to 9 PM PDT
Tuesday for the Kern County mountains and the southeastern Kern
County desert.

* Winds: west to northwest 25 to 35 mph with gusts to over50
mph. Strongest winds below passes and through canyons.

* Timing: winds increasing Sunday afternoon through evening
with strongest winds likely on Monday and Tuesday
afternoons.

* Locations include: Rosamond... Edwards AFB... Mojave...
Tehachapi... highways 14... 58... 178 and 395.

* Impacts: strong and gusty winds will cause difficult driving
conditions for high profile vehicles... including motor
homes... trucks and travel trailers. In addition blowing
dust and sand will cause reduced visibility.

... Warm weather and fast flowing cold water are a deadly
combination...

Area rivers... streams and reservoirs are directly fed from the
melting snow pack in the Sierra Nevada. Even though a stream or
river looks cool and inviting... the water is actually very cold.
Outdoor enthusiasts are advised to use extreme caution on area
waterways. Boaters... campers and hikers on or near area waterways
this Holiday weekend should keep in mind that cold water and warm
temperatures can be a deadly combination.

Always wear life jackets or vests... and keep other flotation gear
handy when in the water. Be aware that exposure to cold water for
even a short period of time can quickly result in hypothermia.

Hypothermia is a sudden loss of body temperature which can be
fatal. Early signs of hypothermia are uncontrollable shivering and
numbness of limbs. The advanced stages of hypothermia include...
memory loss... disorientation... slurred speech... drowsiness and
apparent exhaustion. A person may appear drunk during the advanced
stage and shivering may decrease or stop. If you witness someone
suffering from the symptoms of hypothermia... get help immediately.
