After a devastating severe weather day in the Plains on Monday, severe weather is expected to fire up again across the nation's mid-section again on Tuesday.

The nearly stationary low over the Northern Plains will gradually weaken as it shifts eastward into the Midwest on Tuesday, while the system's associated cold front trails southwestward from the low across the Mid-Mississippi Valley through the Southern Plains. Favorable energy and conditions ahead of the cold front combined with the moisture laden conditions of the nation's mid-section will set the stage for multiple clusters of thunderstorms to develop from the Midwest into the Ozarks and the Southern Plains. Portions of northeastern Texas, extreme southeastern Oklahoma, central and southern Arkansas, and northwestern Louisiana are at moderate risk of severe thunderstorm activity as environmental conditions remain favorable for tornadoes, damaging wind gusts, and very large hail. Areas surrounding this moderate risk region from the parts of central and eastern Texas into the Upper Great Lakes are at slight risk of severe thunderstorm development with hail, damaging wind gusts, and isolated tornadoes.

Meanwhile, areas of heavy rain and widely scattered showers will continue near the low in the Northern Plains and Upper Mississippi Valley and near and to the north of a nearly stationary frontal boundary extending out ahead of the system from the Great Lakes into the Northeast. Continued precipitation in already saturated areas of the Northern Plains and Upper Midwest will maintain flood concerns from parts of North Dakota into northern Wisconsin.

Elsewhere, scattered showers and thunderstorms are expected to persist in the Mid-Atlantic and southeastern corner of the nation.

... Wind Advisory in effect from noon today to 10 PM PDT this
evening...

The National Weather Service in Hanford has issued a Wind
Advisory... which is in effect from noon today to 10 PM PDT this
evening for the Kern County mountains and the desert areas just
below the passes.

* Winds: westerly 25 to 35 mph with gusts to around 50 mph.

* Timing: the strongest winds are likely between 3 PM PDT and 9 PM
PDT today. A recurrence of strong and gusty winds is likely
Wednesday afternoon and evening.

* Locations include: Highway 178 through and below Walker Pass...
Highway 58 through and below Tehachapi Pass including the city
of Mojave and Highway 14 from Rosamond to Indian Wells Canyon.

* Impacts: strong wind gusts can impair driving ability and can
steer a high profile vehicle off the Road. Visibilities can
be greatly reduced by blowing dust or sand.

Precautionary/preparedness actions...

A Wind Advisory means that gusts of 45 mph or more are expected.
Winds this strong can make driving difficult... especially for

... Cooler and breezy beginning Tuesday night...

A dry Pacific system will move into California Tuesday
evening... bringing breezy conditions and much cooler temperatures
to the central California interior. High temperatures Wednesday and
Thursday in the central and southern San Joaquin Valley will only be
in the mid to upper 70s... and will be 8 to 12 degrees below normal.
These highs are more typical of mid April rather than late may.

In addition to the much cooler weather... the system will bring
breezy conditions to the region. Breezy conditions will develop over
the west side of the San Joaquin Valley Tuesday evening as marine
air spills through the passes and canyons on the west side of the
valley. Winds could gust as high as 35 mph... with areas of blowing
dust possible.

In the Kern County mountains and deserts... winds will gust to 35 to
45 mph through and below the favorably oriented passes and canyons
with areas of blowing dust or sand likely. Breezy conditions will
continue through Wednesday before decreasing Wednesday night.
