After a devastating severe weather day in the Plains on Monday, severe weather is expected to fire up again across the nation's mid-section again on Tuesday.

The nearly stationary low over the Northern Plains will gradually weaken as it shifts eastward into the Midwest on Tuesday, while the system's associated cold front trails southwestward from the low across the Mid-Mississippi Valley through the Southern Plains. Favorable energy and conditions ahead of the cold front combined with the moisture laden conditions of the nation's mid-section will set the stage for multiple clusters of thunderstorms to develop from the Midwest into the Ozarks and the Southern Plains. Portions of northeastern Texas, extreme southeastern Oklahoma, central and southern Arkansas, and northwestern Louisiana are at moderate risk of severe thunderstorm activity as environmental conditions remain favorable for tornadoes, damaging wind gusts, and very large hail. Areas surrounding this moderate risk region from the parts of central and eastern Texas into the Upper Great Lakes are at slight risk of severe thunderstorm development with hail, damaging wind gusts, and isolated tornadoes.

Meanwhile, areas of heavy rain and widely scattered showers will continue near the low in the Northern Plains and Upper Mississippi Valley and near and to the north of a nearly stationary frontal boundary extending out ahead of the system from the Great Lakes into the Northeast. Continued precipitation in already saturated areas of the Northern Plains and Upper Midwest will maintain flood concerns from parts of North Dakota into northern Wisconsin.

Elsewhere, scattered showers and thunderstorms are expected to persist in the Mid-Atlantic and southeastern corner of the nation.

Flood Advisory, Flash Flood Watch
Mobile & Email Alerts Statement as of 11:12 AM CDT on May 21, 2013

The National Weather Service in Little Rock has issued a
* Flood Advisory for
the Saline River at Benton.
* Until Wednesday evening.
* At 10:30 am Tuesday the stage was 3.7 feet.
* Flood stage is 18.0 feet.
* Forecast... the river is expected to rise to near 17.5 feet around
Wednesday afternoon. Depending on rainfall amounts through tonight...
this forecast could change. At this point... people along the
Saline River are urged to monitor the latest river forecasts from
the National Weather Service and be prepared to take action if this
advisory is upgraded to a warning.

... Flash Flood Watch remains in effect from 1 PM CDT this
afternoon through Wednesday morning...

The Flash Flood Watch continues for

* portions of central Arkansas... eastern Arkansas... north
central Arkansas... southeast Arkansas... southwest Arkansas and
western Arkansas... including the following areas... in central
Arkansas... Faulkner... Garland... Grant... Lonoke... Perry...
prairie... Pulaski... Saline and white. In eastern Arkansas...
Jackson... Monroe and Woodruff. In north central Arkansas...
Cleburne and Independence. In southeast Arkansas... Arkansas
and Jefferson. In southwest Arkansas... Clark... Hot Spring and
Pike. In western Arkansas... Montgomery.

* From 1 PM CDT this afternoon through Wednesday morning

* showers and thunderstorms will redevelop over the area today
and tonight. Areas of heavy rain will be likely this afternoon
through the overnight hours. Rainfall amounts will average
between 1 to 2 inches... with locally higher amounts in excess
of 4 inches possible.

* Extremely high amounts of moisture... combined with several
rounds of thunderstorms will allow for excessive rainfall and
the potential for high water problems.

Precautionary/preparedness actions...

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Be prepared to take action if a Flash Flood
Warning is issued.
