After a devastating severe weather day in the Plains on Monday, severe weather is expected to fire up again across the nation's mid-section again on Tuesday.

The nearly stationary low over the Northern Plains will gradually weaken as it shifts eastward into the Midwest on Tuesday, while the system's associated cold front trails southwestward from the low across the Mid-Mississippi Valley through the Southern Plains. Favorable energy and conditions ahead of the cold front combined with the moisture laden conditions of the nation's mid-section will set the stage for multiple clusters of thunderstorms to develop from the Midwest into the Ozarks and the Southern Plains. Portions of northeastern Texas, extreme southeastern Oklahoma, central and southern Arkansas, and northwestern Louisiana are at moderate risk of severe thunderstorm activity as environmental conditions remain favorable for tornadoes, damaging wind gusts, and very large hail. Areas surrounding this moderate risk region from the parts of central and eastern Texas into the Upper Great Lakes are at slight risk of severe thunderstorm development with hail, damaging wind gusts, and isolated tornadoes.

Meanwhile, areas of heavy rain and widely scattered showers will continue near the low in the Northern Plains and Upper Mississippi Valley and near and to the north of a nearly stationary frontal boundary extending out ahead of the system from the Great Lakes into the Northeast. Continued precipitation in already saturated areas of the Northern Plains and Upper Midwest will maintain flood concerns from parts of North Dakota into northern Wisconsin.

Elsewhere, scattered showers and thunderstorms are expected to persist in the Mid-Atlantic and southeastern corner of the nation.

The National Weather Service in Little Rock has issued a

* Flash Flood Warning for...
extreme south central Logan County in western Arkansas...
northwestern Montgomery County in western Arkansas...
Polk County in western Arkansas...
Scott County in western Arkansas...
western Yell County in central Arkansas...

* until 1230 PM CDT

* at 1039 am CDT... National Weather Service meteorologists detected
thunderstorms with very heavy rainfall... affecting portions of
west central Arkansas. Radar indicates 1 to 2 inches of rain
have fallen over parts of the warned area in the past 3 hours with
dditional heavy rain expected. Flash flooding is likely to
occur. While precipitation may taper off in some areas during the
warning period... it will take some time for any high water to
runoff.

... Flash Flood Watch remains in effect through Wednesday
morning...

The Flash Flood Watch continues for

* portions of central Arkansas and western Arkansas... including
the following areas... in central Arkansas... Yell. In western
Arkansas... Polk and Scott.

* Through Wednesday morning

* showers and thunderstorms will redevelop over the area today
and tonight. Areas of heavy rain will be likely today through
the overnight hours. Rainfall amounts will average between 1
to 2 inches... with locally higher amounts in excess of 4
inches possible.

* Extremely high amounts of moisture... combined with several
rounds of thunderstorms will allow for excessive rainfall and
the potential for high water problems.

Precautionary/preparedness actions...

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Be prepared to take action if a Flash Flood
Warning is issued.
