* at 159 PM CST... National Weather Service Doppler radar continued to indicate a large area of moderate to heavy rain across the majority of the area. Rainfall amounts of four to six inches with locally higher amounts been reported since late Wednesday. There have been numerous reports of flash flooding... with some roads under water. More precipitation will aggravate flood problems across the area.
A Flood Warning means that flooding is imminent or has been reported. Stream rises will be slow and flash flooding is not expected. However... all interested parties should take necessary precautions immediately.

* Flood Warning for the White River at Newport. * From Friday morning until further notice... or until the warning is cancelled. * At 10:45 am Thursday the stage was 21.7 feet and rising. * Moderate flooding is forecast. * Flood stage is 26.0 feet. * Forecast... rise above flood stage by Friday morning and continue to rise to near 29.0 feet by Sunday morning. * Impacts... Bateman levee may be threatened with overtopping. State Highway 14 east of Newport at Village Creek could be flooded by backwater. State Highway 14 west of Newport is flooded. State Highway 69 in Independence County may be flooded. Flooding up Village Creek extends to eastern portions of Newport. Extensive flooding of cropland in Jackson and Independence County along the white and lower black rivers.

The Flood Warning continues for the White River at Batesville. * From this morning to Sunday evening... or until the warning is cancelled. * At 9:00 am Thursday the stage was 15.3 feet and rising. * Minor flooding is occurring and minor flooding is forecast. * Flood stage is 15.0 feet. * Forecast... the river will continue rising to near 17.5 feet by early Friday morning. * Impacts... portion of State Highway 14 near Oil Trough may flood. Agricultural land along right bank floods. A crest of 17 feet at the bridge is equivalent to 28 foot crest at The Lock one tailwater staff gage.

The Flood Warning continues for the Black River at Black Rock. * From this morning until further notice... or until the warning is cancelled. * At 9:00 am Thursday the stage was 14.7 feet and rising. * Minor flooding is occurring and minor flooding is forecast. * Flood stage is 14.0 feet. * Forecast... the river will continue rising to near 24.5 feet by Friday early afternoon. * Impacts... thousands of acres of cropland and pastures flooded. State Highway 37 in Independence County east of Cord may be flooded. Water rises into low lying streets in Powhatan. Ball Park and boat ramp area in Black Rock floods.

The Flash Flood Watch is now in effect for
* the eastern half of Arkansas
* until 4 PM CST this afternoon
* rain will be heavy at times this afternoon. Widespread additional amounts of one to two inches are expected.
* The ground is nearly saturated from heavy rain that has already occurred. It will not take much additional rain to cause flash flooding or aggravate high water prooblems that are already occurring.
Precautionary/preparedness actions...
A Flash Flood Watch means that conditions are favorable for flash flooding. Be prepared to take action if flash flood warnings are issued.

A lake Wind Advisory remains in effect until 6 PM CST Friday.
* Winds will remain strong and gusty through Christmas day.
* South to southeast winds at 15 to 25 mph today will shift to the west and northwest tonight... and will increase to 20 to 30 mph. Gusts could exceed 40 mph in some areas. West winds at 15 to 25 mph will continue on Christmas day.
* Windy conditions will create dangerous conditions on area bodies of water. Small craft will be especially prone to capsizing. If wind gusts become strong enough... trees and power lines may be downed in some areas.
Precautionary/preparedness actions...
Boaters will need to exercise extreme caution if they decide to go out on the water. Remember... due to reduced friction... winds over open water are stronger than those reported at stations on land.
