Heavy rains and chances of severe thunderstorm activity continued for areas of the Plains into the Midwest on Tuesday as a broad, nearly stationary low remained over the Northern Plains. As the system lingered, ample moisture streamed northward from the Gulf of Mexico, while an associated cold front reached from the low southward through Central and Southern Plains. The sharpening cold front combined with a dry line in the Southern Plains and the moisture laden conditions of the Central U.S. set the stage for multiple clusters of thunderstorms to develop across the Plains and into the Mid-Mississippi Valley. Portions of eastern/central Oklahoma, north-central Texas, northwestern Arkansas, southern Missouri, far southeastern Kansas remained at moderate risk of severe thunderstorm activity as environmental conditions remained favorable for strong tornadoes, damaging wind gusts, and very large hail. Areas surrounding this moderate risk region from the parts of the central Texas into the Upper Great Lakes and Upper Mississippi Valley were at slight risk of severe thunderstorm development with hail and isolated tornadoes.

Meanwhile, areas of heavy rain and widely scattered showers persisted near the low and it\\\\'s associated warm front in portions of the north-central U.S. Continued precipitation in this already saturate region combined with rapid runoff maintained flood concerns from parts of North Dakota into northwestern Wisconsin.

Elsewhere, scattered showers and thunderstorms developed in the Mid-Atlantic and southeastern corner of the nation as a weak upper trough of low pressure dropped southward over the region. To the north, additional showers were possible in the Northeast.

At 10:45 PM...Doppler radar detected scattered showers and thunderstorms ongoing across far eastern and far southeast Oklahoma...as well as much of western Arkansas. Additional activity was occurring further west across northeast Oklahoma along the cold front. All of this activity was moving off to the northeast at around 40 mph. Through 11:45 PM...showers and thunderstorms will remain possible for the area. The stronger of the storms are expected to affect locations along and south of a line in southeast Oklahoma...from Stuart to Poteau. Large hail...damaging winds and isolated tornadoes will be possible across these areas. With the activity across northeast Oklahoma...as well as far eastern Oklahoma and into northwest Arkansas...passing showers of light to occasional moderate intensity will be common. The stronger storms across these areas will be capable of brief gusty winds and small hail. A Tornado Watch remains in affect until 3 am CDT Tuesday morning for parts of eastern Oklahoma and northwest Arkansas.

through Tuesday evening...

The Flash Flood Watch continues for

* portions of Arkansas and Oklahoma... including the following
areas... in Arkansas... Benton... Carroll... Crawford... Franklin...
   Madison... Sebastian and Washington. In Oklahoma... Adair...
Cherokee... Delaware... Haskell... Latimer... Le Flore... Mayes...
McIntosh... Muskogee... Okfuskee... Okmulgee... Ottawa...
Pittsburg... Sequoyah and Wagoner.

* From 7 PM CDT this evening through Tuesday evening

* showers and thunderstorms will develop this afternoon and
become more widespread during the evening and overnight hours
across eastern Oklahoma and western Arkansas. Additional
showers and thunderstorms will be likely on Tuesday.
Widespread rainfall totals of 2 to 4 inches are possible in an
area north of Interstate 40 and south of Interstate 44 through
Tuesday as several rounds of thunderstorms affect the same
areas. The potential exists for a swath of much heavier
rainfall of 5 to 8 inches within this area.

* The heavy rainfall may lead to localized flash flooding... and
could also cause rapid rises on creeks and small streams... and
may lead to mainstem river flooding as well.

Precautionary/preparedness actions...

A Flash Flood Watch means rapidly rising water or flooding is
possible within the watch area.

If you are in the watch area... keep informed... and be ready for
quick action if flash flooding is observed or if a warning is
issued.
