After a devastating severe weather day in the Plains on Monday, severe weather began to fire up again across the nation's mid-section on Tuesday.

The nearly stationary low over the Northern Plains showed signs of gradual weakening as it shifted eastward toward the Mississippi River Valley on Tuesday, while the system's associated cold front trailed southwestward from the low across the Mid-Mississippi Valley through the Southern Plains. Favorable energy and conditions ahead of the cold front combined with the moisture laden conditions of the nation's mid-section set the stage for multiple clusters of thunderstorms to develop from the Midwest into the Ozarks and the Southern Plains. Portions of north-central/northeastern Texas, southern Arkansas, northwestern Louisiana and far southeastern Oklahoma remained at moderate risk of severe thunderstorm activity as environmental conditions remained favorable for tornadoes, damaging wind gusts, and very large hail. In particular, substantial severe weather was expected across north-central Texas to the

ArkLaTex region this afternoon and evening. Areas surrounding this moderate risk region from the Southern Plains to the Tennessee/Ohio valleys and the Lower Great Lakes/Northeast remained at slight risk of severe thunderstorm development with hail, damaging wind gusts, and isolated tornadoes. In addition to severe storms, heavy rains created chances of flood and possible isolated areas of flash flooding from parts eastern Oklahoma through northern Arkansas.

Meanwhile, areas of heavy rain and widely scattered showers continued near the low in the Northern Plains and Upper Mississippi Valley and near and to the north of a nearly stationary frontal boundary extending out ahead of the system from the Great Lakes into the inland areas of the Northeast. Continued precipitation in already saturated areas of the Northern Plains and Upper Midwest maintain flood concerns from parts of North Dakota into northern Wisconsin.

... The Flood Warning remains in effect until 1000 PM akdt Tuesday for
the Yukon river at Fort Yukon...

The ice jam 12 miles upstream of Fort Yukon is continuing to block
much of the river channel causing widespread flooding of lowlands
upstream of Fort Yukon. In addition the ice downstream of Fort Yukon
is still holding. This increases the possibility of a release of
water from the upstream ice jam resulting in a new jam downstream of
Town.

Fort Yukon is currently flooded in low lying areas on the west side
of town including The Ball field... the Old Tank farm... the area
around the tribal Hall and one access ramp at the Airport. Several
homes on the downstream side of town have been impacted. While some
fluctuations to river levels have been reported these do not mean
that the risk of major flooding from the upstream ice jam has
passed. If the ice jam releases suddenly it could result in major
flooding throughout the town of Fort Yukon. If the jam holds in
place long enough it may erode and allow a slow release of the
upstream water. This or the erosion of ice downstream of Fort Yukon
could lower the risk of major flooding when the ice jam releases.

Residents should expect a significant rise in the river when the ice
jam releases. The flooding could be made even worse if a new ice jam
forms in the ice down river from Fort Yukon. They should act now to
protect lives and property. They should monitor the situation and
continue to be alert for changes in river conditions.

A Flood Warning means that flooding is imminent or occurring. Water
levels can rise rapidly and people along the river are encouraged to
move property to higher ground away from the river bank.

... Flood Watch remains in effect through Wednesday afternoon
for the Yukon river from Beaver to Rampart...

The Flood Watch continues for

* the Yukon river from Beaver to Rampart.

* Through Wednesday afternoon

* the breakup front on the upper Yukon river was located just
upstream from Fort Yukon Monday mid afternoon. The surge of
water and ice associated with this breakup front caused major
flooding in Circle Sunday and similar flooding is expected in
Fort Yukon. The front will move through Fort Yukon Monday
afternoon or evening and then continue downriver to
Beaver... Stevens Village... and Rampart.

* The river watch team has determined that the ice from Fort
Yukon to Stevens Village appears to be deteriorating... arched
and lifting. The surge of water and ice associated with the
breakup front is expected to continue to travel downriver
steadily and become more spread out reducing the amount the
river will rise. However any resistance to the oncoming
breakup front could allow the water to again collect behind an
ice jam and increase the flood risk to downstream communities.

Precautionary/preparedness actions...

A Flood Watch means there is a potential for flooding based on
current forecasts.

Residents living downstream of Fort Yukon should monitor
conditions and take precautions early to protect life and
property. Water levels can rise very quickly when an ice jam
occurs downstream of a community.

You should monitor later forecasts and be alert for possible
flood warnings. Those living in areas prone to flooding should be
prepared to take action should flooding develop.
