... Moose Creek dam operating today and overnight...

The U.S. Army corps of engineers Alaska district is currently
operating the Moose Creek dam. Flood control gates at the dam
started regulating the chena river at 7:45 am on 29 August 2015.
The dam will be regulating the chena river so flows do not exceed
12000 cubic feet per second in downtown Fairbanks.

Downstream flood effects on the chena river also depend on flow
conditions in the Tanana river, little chena river, and local
drainages. Low lying areas near the chena river may experience
minor flooding and groundwater will rise to near the ground
surface for several thousand feet west of the Moose Creek dam.
